Shipchenski Prohod Association, which includes the companies Trace Group Hold and the design company Alve Consult EOOD, has appealed the ranking of the companies admitted to the last stage of the selection of a company to dig the historic tunnel under Shipka.
The complaint was filed on Monday, 24 Chasa has learned. This is only a day before the deadline for appeals. There is no request for the imposition of interim measures, such as the termination of the procedure, ie. the union is appealing its ranking and this means that

with the selected contractor. In principle, the procedure is suspended at least until the CPC rules on the claim. However, the decision of the commission can be appealed, although only in one instance, and in practice the project is placed on logs for at least a few months.
The appealed act is from July 14. On the same date, two of the three members of the then management board of the road agency – the chairman Apostol Minchev and the member Ivaylo Denchev, signed the decision of the interdepartmental commission, which reviewed and ranked the offers.
The decision states that a contract must be concluded with the first ranked company – PSVT Consortium, which includes “Hydrostroy” AD, “Road Construction Veliko Tarnovo” AD and “Patinzheneringstroy-T” EAD, when the appeal period expires.
A few days later, Regional Minister Violeta Komitova fired Apostol Minchev and Ivaylo Denchev on another occasion and for other reasons.
The third member of the board, Veselin Peykov, is on leave and still in office. Until yesterday, no one was officially appointed to the positions of those fired in RIA.

The reasons for the complaint filed on Monday are not known yet, they will be published on the CPC website a few days later, and Trace said it did not want to comment at this stage.
Most likely, the company is appealing only its own ranking. Her offer, which is for BGN 359,610,000 with VAT, is valued at 71.38 points. The offer of the winner “Hydrostroy”, which is for BGN 358,020,000, is valued at 99.71 points.
However, the difference in the assessment does not come from the fact that Hydrostroy has proposed to build the bypass road of Gabrovo and the tunnel under Shipka by BGN 1 million cheaper, but mostly because of the technical proposals. In this case

However, it is not clear from the minutes of July 14 where exactly this difference comes from. Both companies have extensive experience in the construction of road sites and are among the largest in the industry.
Two more associations took part in the competition, but their offers were evaluated significantly lower. These are associations around the Turkish company “Doush Inshaat Ve Ticaret” AD and around “Geostroy”. Their price offers are much more expensive.

The estimated value of the order was BGN 320 million with VAT, but it was not the limit, ie. there was no danger of firms being eliminated if they offered a higher price.
The minutes noted a lot of irregularities in the course of the review and evaluation of bids, which, however, are remediable and often occur in public procurement. Some offers have expired until they are evaluated and ranked, while others have expired bank guarantees. However, these participants were given the opportunity to extend the deadlines, they did so and were left in the race.
The project for construction of a bypass road in Gabrovo with a tunnel under Shipka

The tunnel under Shipka will be 3.2 km long, and the bypass road of Gabrovo – 10 km. The tunnel will have two lanes, two leading lanes and two sidewalks. The project envisages 4 smaller tunnels on the road, which will be 200-300 meters long, plus many facilities. The project for a tunnel under Shipka is financed by the Operational Program “Transport Connectivity 2021-2027” and according to the terms of the public procurement, its construction must take place within 3 and a half years from the date of signing the contract.
This is also the most bearded infrastructure project in Bulgarian history. 120 years have passed since the idea of digging a tunnel under the top, instead of people and vehicles meandering through the passage. So far, several times it has been almost realized, and each time the endeavor fails due to the interference of political and economic interests.
A few years ago, only a part of the Gabrovo bypass road was built, which should take traffic outside the city center.
