People from Pernik return BGN 815 thousand to the National Social Security Institute
A sick mother was “insured” by a deceased boss
The people of Pernik turned out to be one of the most ingenious Bulgarians in their attempts to deceive the state with BGN 815,000 for hospital and unemployment benefits. One of the most striking attempts at fraud is with a Pernik transport company with over 40 employees on high insurance income. For some of the people, documents have been submitted for the payment of unemployment benefits and sick leave in order for the National Social Security Institute to pay their salaries. However, an inspection of the insurance institute found that over 90% of the hired drivers do not have books of the respective category and the obligatory for professional drivers certificate of psychological fitness, etc. In addition, the company has not registered a single car.
In order to stop the frauds, the National Social Security Institute makes several automatic and control checks of the documents. Suspicious sick leave is appealed after analysis of diagnoses, frequency of their use, duration for the same, long continuous sick leaves with different diagnoses, insurer of the persons, etc.

The most common attempt at fraud is for people to be employed for a short period – 9 or 12 months, and then to be fired, but with the right to unemployment benefits. While they were still at work, the new employees were often ill.

367 signals for inspections were submitted from 2018 to 2021 in the NSSI branch in Pernik. Of these, 204 are related to unemployment benefits and 163 – for sick leave. In Pernik alone, data from 50 companies with more than 8,000 records were deleted because it was found that the companies were not operating and people were not working. For the period between 2019-2021, 162 recovery orders were issued for a total of BGN 526,222.90 for hospital and maternity leave. BGN 287,976.17 will have to be returned by 86 people who have illegally received unemployment benefits. Signals have been submitted to the Ministry of Interior and the Prosecutor’s Office for 24 people who are sole owners or partners in over 600 companies.

In the case of a candidate – the pensioners, there are also attempts to defraud. Most often, they present false documents for work experience. A dozen of the identified cases are of people who, while high school students, worked in a railway factory. They submitted documents that they had worked in the first category before reaching the age of majority, and at the same time were full-time students.
There have been attempts at fraud with experience from a large mining company.
Social benefits will be given to more people
More people will have access to social benefits according to a discussed change in the regulations to the Social Assistance Act.
They will now give higher percentages, which are accrued on the guaranteed minimum income of BGN 75 in order to receive the various benefits. Now, in order to receive money from the state, people over the age of 75 must have an income that is 165% of the guaranteed minimum income. The coefficient becomes 182% and there will be benefits for another 60 thousand people.
