A Closer Look at the Ukrainian Counteroffensive on Kherson: ISW Analysis

The institute recalls that Ukrainian forces carried out slow and gradual campaigns to block Russian forces’ concentration areas in the Kherson region, and conducted limited ground attacks on the right bank of the Dnieper River from August to November 2022, until they finally forced the Russians to withdraw from the right bank in mid-November.

At the same time, ISW noted that the Russian winter-spring offensive ended after a little more than a month without making progress along the border of Luhansk and Kharkiv regions.

The Ukrainian counteroffensive on Kherson consisted of phases of relatively rapid advances and long preparation periods, battles aimed at weakening Russian forces, and limited gains that ultimately weakened Russian positions on the west bank of the river.

The current Ukrainian counteroffensive is not as dramatic and rapid as the one that liberated much of the Kharkiv region, but is much more successful than the failed Russian winter-spring offensive. Overall, it more closely resembles the slower but more successful Kherson counteroffensive in pace and initial thrust, according to ISW.
