“The permanent reopening of the terraces requires strict compliance with sanitary measures by the operators and their customers”. The tone is set from the title of the joint press release sent this Saturday by the prefect of Côte-d’Or, the mayor of Dijon, the president of the Union des Métiers de l’Hôtellerie et de la Restauration, as well as by the president of the federation of traders in the city center of Dijon. Here is what it contains.

In accordance with government decisions, cafes, hotels and restaurants are subject to a reopening schedule structured around three sequences (May 19, June 9, then June 30) which began last week with the partial reopening of the terraces and will continue until the total resumption of activity in these establishments. Since Wednesday, May 19, the authorities have been broadcasting educational messages and the national police have visited 75 professionals to remind them of the applicable rules to guarantee the permanent reopening of the terraces and, soon, the interior spaces of bars and restaurants.

The following rules must be observed:

• the number of customers authorized on the terrace is set at 50%, operators must therefore ensure that they only set up one table in two to avoid any crowds contrary to health regulations;

• for small terraces with less than 10 tables, the gauge is set at 50% but can be increased to 100% provided that dividers are installed between the tables (eg: plexiglass walls, flower boxes, etc.);

• the number of customers is limited to 6 per table, necessarily seated;

• the maximum reception capacity must be posted at the entrance to the terrace and visible from the public thoroughfare;

• hydroalcoholic gel must be made available to customers at the entrance to the terrace as well as at the entrance to the establishment (especially for customers who wish to go to the toilet, or pay the bill when this is not possible outdoors) ;

• closed terraces are prohibited (“veranda” type terraces, with side walls, front walls and a roof, both closed and covered), air circulation being essential to prevent any contamination between customers.

Wearing a mask

Wearing a mask is compulsory for all customers, from the age of 11 (and recommended from 6 years old):

• during the order, before serving the first course or glass and during payment;

• during travel within the establishment.

Fabien SUDRY, prefect of the Bourgogne-Franche-Comté region, prefect of Côte-d’Or, François REBSAMEN, mayor of Dijon and president of Dijon Métropole, Denis FAVIER, president of Shop In Dijon and Patrick JACQUIER, president of UMIH Côte-d’Or are joining forces to recall the importance of respecting these sanitary measures in the interest of the health of the population and of the permanent reopening of bars, cafes and restaurants in Dijon. The national police and the municipal police will continue their operations to sensitize the heads of establishments in the implementation of these health measures and the professional associations will meet them to give them this press release as well as the health protocol disseminated by the Government. .

If, despite these numerous initiatives, inappropriate behavior should reoccur, the offenders would be liable to a fine of € 135 (customers) or € 500 (operators), but also to reinforced administrative measures, after formal notice:

• suspension of the authorization to extend the terrace, or even temporary suspension of the annual authorization to occupy the public domain by the City of Dijon;

• administrative closure pronounced by prefectural decree, this closure may lead to the suspension of the solidarity fund.
