What is that a budget participatory?

Lhe participatory budgets were created to develop citizen participation, create social ties and forge a bond of trust and co-construction with elected municipal officials. They respond more generally to a more direct and more concrete democracy. Montlouisiens and Montlouisiennes are invited to submit projects according to certain eligibility criteria. This citizen participation system allows you to get involved in the life of the municipality in order to improve daily life and the living environment.

The City has provided for this first participatory budget, a financial envelope of 75,000 €, for the realization of the projects of the inhabitants.

What is democracy participative ?

Participatory democracy, complementary to representative democracy, designates all the devices and procedures which make it possible to increase the involvement of residents in the life of their municipality and to increase their role in decision-making.

Why pursue this policy in Montlouis?

This approach is not new in Montlouis; neighborhood meetings, consultations, advice for young people, wise men … In view of the aspirations of Montlouisians, we are going to strengthen during this mandate this citizen participation. The objective is to allow the inhabitants who make the city live, to have a grip on the political orientation of their community.

How will this participatory democracy be established locally?

From 2021, we are launching a site dedicated to this approach. First devoted to the deployment of the participatory budget, which will allow residents to propose and vote for their favorite projects, it will evolve into a real tool for citizen participation. We will set up a citizens’ council bringing together many Montlouisians, which will be a place of expression for residents alongside associations and economic players in the city. This space will promote co-construction through the development, implementation and evaluation of municipal policies.

Other projects will be put in place during the mandate, it is a process that is never completed, which requires constant inventing.

Imagine, propose and decide

The participatory budget is a process that takes place in several phases: the submission of ideas, the analysis of the feasibility, the votes, the announcement of the winners and the realization of the projects. As a first step, contributors are invited to submit their project on the platform.

All Montlouisians can submit an idea that aims to improve the living environment, “living well together” and which benefits the greatest number. Each project will be the subject of a technical feasibility study by the municipal services. Montlouisians will then be able to vote for their favorite projects. The proposals which have obtained the most votes will be carried out in collaboration with the City.

Who can submit an idea?

All Montlouisians individually, collectively or through associations.

What ideas can be proposed?

To be admissible, an idea must meet the following criteria:

  • Be located in Montlouis
  • Have a scope of general interest
  • Enter the areas of intervention of the City: “Living environment and mobility”, “Citizenship”, “Culture and heritage”, “Sustainable development and environment”, “Social and solidarity economy”, “Education and youth,“ Digital ”,“ Solidarity and health ”,“ Sport and leisure ”
  • Report capital expenditure only
  • Be less than or equal to € 15,000
  • Must not already be in progress
