In Sofia, another very tall building is being prepared in a green area, and this time the Student Park in the capital area of the same name is under threat. Blogger Boyan Yurukov, who has been following for years what kind of urban planning orders, planning visas and construction permits sent by the “Architecture and Urban Planning” Department of the Metropolitan City raises the alarm about this.
Yurukov, opposite the famous center “Joy Station” at one of the entrances to the “Studentski” park on “Akad.Stefan Mladenov” street, announced that a planning visa was issued for a 56-meter building (co -at least 16 floors), and at this height you will not enter the loft floor. The visa was signed in May 2022 by former chief architect Sofia Zdravko Zdravkov. Shortly before leaving office, in July of this year Zdravkov issues an urban planning order that allows the development of a work project for the development of the land under the skyscraper in the future.
There are two of them, they are private and have a total area of almost 3 decares. According to the cadastral map, the largest one with a size of 2.5 decares is intended “for another type of development”, and the smallest one is “for low construction”. In the visa, however, Zdravkov says that according to the General Plan of Sofia, the buildings fall into the zone of designation “Mixed Activity Zone”, in which there is no upper threshold for the height of buildings. In this area, the maximum permitted development is 60 percent of the building with a maximum intensity of 3.5, and the mandatory landscape is 40 percent. However, for the largest building, Zdravkov says that he takes advantage of an article in the Zoning Act that allows him to allow a building density of 81% and an intensity of 12.
In November of the company “IV PROVISION” EOOD with the manager Ivaylo Panev, who owns the land, submits a project for the development of a working form plan for the development. After a series of clarifications in July, Zdravkov approved the design of a mixed-use building with a shop floor, 15 residential and office floors and lofts in the larger plot and a second block of shops and 5 floors in the smaller one. In the future building at the entrance to the “Students” park, it is planned to build an underground parking lot on 4 levels.
This is another construction project in Sofia, which clearly and categorically shows that there are countless loopholes and irregularities in the rules related to the development of the capital. The last similar case was another permit given by Zdravko Zdravkov for the demolition of the historical building of the old bathhouse on “Sitnyakovo” Blvd and for the construction of a high-rise block in its place. The idea sparked protests from residents of three districts of the capital. On June 13, Zdravkov issued a municipal planning order that allowed the demolition of the old bath house and the construction of a 16-story building with a height of 50 m of the SMF, although the other blocks are around up to 4- 5 floors. Civil protests have stopped this project for now.
