The environment, agriculture, water and biological resources sector has adopted a new regulatory framework through a classification table for violations of the waste management system and its implementing regulations, which the National Center is working on, which has classified them in 5 rankings : very low, low, medium, high, very high, with a fine imposed on offenders. According to the table (Okaz has obtained a copy), violations are referred to the appropriate court and the Public Prosecution’s Office investigates and prosecutes. Commissions that review violations also impose fines whose fine does not exceed the 10 million riyals, or which include the suspension of the license or permit for a period not exceeding 6 months or the cancellation of the licence.
According to the system, the competent authority responsible for waste management is responsible for monitoring infringements and imposing penalties on waste producers authorized by the competent authority in accordance with the rules and regulations, and for estimating pecuniary and procedural penalties for such violations. Ministry of Municipal and Rural Affairs (municipal solid waste management operationally), Ministry of Health (medical waste management operationally), Ministry of Industry (industrial waste management operationally), and the like. The system estimated the violation of the transportation or handling of hazardous waste contrary to the license issued by the center, violating the minimum limit of 1,000,000 and the maximum limit of 10,000,000 riyals, and voiding the license or permit. The system also provided for a penalty for digging up waste containers, dispersing their contents and extracting recyclable waste for private individuals, with a fine of 1,000 riyals and a maximum limit of 10,000. The fine for failing to remove demolition and construction waste from renovation, construction or demolition work for private individuals is 5,000 riyals, the minimum and maximum limit is 20,000 riyals.
A fine for disposing of large household waste, such as mattresses, furniture and the like, in places not designated for them and at times not designated for areas for people: minimum 500 and the maximum fine is 1,000 riyals, and a fine for the disposal of waste in streams, valleys, wells, beaches, or in sanitary sewage networks or rainwater drainage networks, the fine for private individuals is 500, and the maximum is 20,000, and the fine for establishments is a minimum of 100,000 and a maximum of 1,000,000.
The fine for littering while walking or through the windows of vehicles or buildings for individuals is 200 riyals for the minimum and 1000 riyals for the maximum.
