Previously, the government through the Director General of Air Transportation of the Ministry of Transportation Novie Riyanto signed a joint agreement to provide flight stimulus tariffs for aircraft passenger services together with Angkasa Pura I (Persero), PT Angkasa Pura II (Persero) and the Association of Indonesian National Aviation Companies (Inaca).

PSC waivers are granted to aircraft passengers for domestic departures at 13 airports from 23 October-31 December 2020, before 00.01 on 1 January 2021.

According to Awaluddin, the PSC will still be paid to PT Angkasa Pura II, but not from airplane passengers but from the government using the state budget.

He explained that the elimination of PSC fees for passengers applies at the five domestic departure airports of Angkasa Pura II, namely Airport Soekarno-Hatta (Tangerang), Kualanamu (Deli Serdang), Halim Perdanakusuma (Jakarta), Silangit (Siborong-borong) and Banyuwangi.

So far, the PSC tariff added to passenger tickets for departures from Terminal 3 of Soekarno-Hatta Airport is Rp. 130,000 per passenger, and Terminal 2 of Soekarno-Hatta Airport is Rp. 85,000 per passenger.

Then Halim Perdanakusuma Airport Rp. 50,000 per passenger, Silangit Airport Rp. 60,000 per passenger, Banyuwangi Airport Rp. 65,000 per passenger, Kuala Namu Airport Rp. 100,000 per passenger.

“With this stimulus, PSC costs are no longer imposed on passengers,” he said.

He assessed that this PSC incentive can encourage airlines to reopen / add domestic route services, then airlines increase flight frequency on existing routes, and airports can increase utilization. slot time flight.

“This stimulus is believed to be able to make aviation more optimally contribute to the economy, and also support the National Economic Recovery (PEN) program,” he said.

The expected impact of this incentive is also to increase passenger movement at the airport and increase the occupancy rate of passengers on the plane (load factor).

According to Awaluddin, during January-September 2020, the total number of passenger movements (departing, arriving, transiting) at the 19 PT Angkasa Pura II airports, both international and domestic routes, reached 27.30 million people.

In the same period, the number of passengers departing on domestic routes at 5 airports under the PSC incentive scheme (Soekarno-Hatta, Halim Perdanakusuma, Kualanamu, Silangit, Banyuwangi) was 7.40 million people or 68 percent of the total passengers only departs on domestic routes at 19 airports.

Especially at Soekarno-Hatta Airport, the number of passengers departing on domestic routes reached 5.51 million people or about 75 percent of the total passengers departing at these 5 airports.

“This data indicates that the 5 airports that are included in the PSC incentive scheme have a significant contribution to the aviation traffic at PT Angkasa Pura II’s 19 airports,” he said.

“We will coordinate with airlines so that this stimulus program can be utilized properly in an effort to increase flight utilization,” he said again.
