What is behind this system? This is the question left open by Mohamed Aissani, president of the” Public housing office (OPH) of Bobigny (Seine-Saint-Denis), while he held a press conference on Tuesday, October 13, 2020, following complaints filed against the former mayor and former elected officials for their management of the OPH. Theoffice HLM of the city manages nearly 4,000 housing units.
Since Monday, October 5, 2020, the OPH has filed no less than five complaints against in particular the former mayor, Stéphane de Paoli, his first deputy at the time, Christian Bartholmé as well as the former president of the OPH, Jonathan Berrebi on the grounds of “favoritism, embezzlement of public funds, illegal taking of interests, granting of unjustified advantages, forgery and use of forgery, fraud”. “
“Rotten files”
Behind these complaints, several cases that would have cost several thousand euros losses to the OPH and made him say Thursday, October 8 to the mayor Abdel Sadi (PCF) that the city had discovered “cupboards filled with rotten files” left “as a legacy” by the outgoing UDI team. Mahamed Aissani, president of the OPH, denounces him, “a looting in organized gang. “
The first, “the case of the stairwells”, had been mentioned in city council Thursday. According to Mohamed Aissani, the OPH would have spent in 2019 the 4.5 million euros allocated for four years for painting, in just one year for repairing stairwells. Problem: behind this large sum hides invoices of dubious origin, according to the elected official.
“We have invoices of several thousand euros for scaffolding, site toilets or dining rooms, without the inhabitants noting the presence of such installations. With billings of 20 to 30,000 euros per building hall, we arrive at colossal sums! », He gets carried away.
Sale of building below the price
Another big deal, the sale of an OPH building, located rue Gaston Crépin. The building would have been sold at a price below the estate to a family real estate company (SCI), while the sale of an approved building can only be done to another social landlord.
A complaint was filed against Stéphane de Paoli, Christian Bartholmé and Jonathan Berrebi for “illegal taking of interest”. Mohamed Aissani believes the damage to 400,000 euros for the OPH.
Suspicion of favoritism
The complaints also relate to a case of “fire balls”, for which an exclusive market would have been concluded whereas there is none for this type of products and also works of rehabilitation of the towns Chemin Vert and Salvador. Allende. This file is described as “complex and technical” by Mohamed Aissani.
However, he believes “that there are serious elements establishing that the award of the energy rehabilitation contracts for the facades of the Salvador Allende and Chemin Vert cities was tainted with favoritism, and gave rise to an embezzlement of public funds as well as ” illegal taking of interest on the part of [son] predecessor. “Overbilling, including one of the order of more than 700%, would have been noted.
A complaint also targets the company of Jonathan Berrebi’s father for “illegal taking of interest”. “My predecessor often said that he liked working with his family and obviously he even made his father work”, comments Mohamed Aissani.
