New Dpcm, Conte and the long negotiation with the Regions

At midnight Giuseppe Conte he was still closed in Palazzo Chigi with the party heads of delegation, engaged in a grueling negotiation between prudent and rigorists. And the presidents of the regions, draft of the Dpcm in hand, they discussed the final touches with each other via video conference before giving the go-ahead at one. A painful text, full of erasures and marginal notes, signs of a political “battle” that began at dawn and ended in darkness. The stop at private parties it was the most divisive and discussed issue, but not the only one on which there was a clash in the control room with the Regions.

It took the Quirinal alert to convince the government to rethink the ban on private parties, even indoors. A rule that Conte never shared, he too convinced that trespassing on Italian apartments would expose the decree to the risk of unconstitutionality. For the premier, the tightening of the Dpcm was necessary to avoid a new closure of the whole country: «I would exclude a new lockdown, we have worked precisely to prevent it. If this curve should continue to rise, I expect some limited lockdown ».

Words that the head of government also repeats in front of the presidents of the Regions. Minister Francesco Boccia announces that the control room will be held every week “even when there are no knots, to have a permanent connection” and makes the governors smile: the CTS has resigned itself to allowing rapid tests “validated by scientific structures of the G7 ”, an expansion of diagnostic possibilities that will allow to ease the pressure on the local health authorities. In short, maybe the shame of the tampon queues will end. Another matter is the mess of Immune: if many ASLs do not require the unlock codes to those who test positive, what is the use of having the app?

The president Stefano Bonaccini it is the voice of the alarm cry of the companies that manage the sports facilities, after stop at soccer and amateur contact sports. Regions want more controls to stop the nightlife and they ask the government to compensate the operators. “We must guarantee economic relief,” he attacks Marco Marsilio. And Giovanni Toti denounces the distress of local public transport: “An increase plan by the government has not been prepared”. The trouble breaks out when Bonaccini is the spokesperson for a “shock” proposal from “other governors”, Luca Zaia in primis: to return to distance learning, for the last years of high school. But Minister Lucia Azzolina is furious and makes it known, given the contagions in schools in hand, that her position is a “no dry”. The “blitz” fails, but a minister fears that “soon the issue will reappear”. Zaia explained why, raising his voice: “If you cut the public transport seats again, all that remains is to leave the older students at home.”
