Val-de-Marne: eleven municipalities are candidates for rent control

Arcueil, Cachan, Chevilly-Larue, Choisy-le-Roi, Gentilly, Ivry-sur-Seine, Le Kremlin-Bicêtre, Orly, Villeneuve-Saint-Georges, Villejuif and Vitry-Sur-Seine. In these 11 towns in Val-de-Marne, rents may be regulated within a few months.

It is the Alur law of 2014 which created this lever for the municipalities, removed and replaced by an experimental device until November 2023 by the ELAN law of 23 November 2018.

Paris has already made use of this possibility. Since July 1, 2019 and for the next five years, owners of Parisian homes who sign or renew a lease must therefore respect reference rents depending on the type, year of construction and location of the property. A reaction from the capital to the tension in the housing market. However, rent inflation is not confined within the ring road and also concerns the inner ring.

It is in this context that the Grand-Orly Seine Bièvre (GOSB) territory, which has the competence for the habitat of its 24 member municipalities, launched a call for expressions of interest. “The arrival of the Grand Paris Express with its ten new stations and the completion of 25 urban development projects will certainly have an impact on population growth and the attractiveness of the area. This can be a factor in the inflation of rents if they are not regulated. However, the majority of the cities proposed for this experiment have the highest poverty rates in the territory ”, do we motivate the cabinet of the presidency of the territory.

Ten cities responded positively to this invitation: Arcueil, Cachan, Chevilly-Larue, Choisy-le-Roi, Gentilly, Ivry-sur-Seine, Le Kremlin-Bicêtre, Orly, Villeneuve-Saint-Georges and Vitry-Sur-Seine, joined by Villejuif after the election of its new mayor Pierre Garzon (PCF). After reworking the application, the GOSB put the deliberation on the agenda of its next council, on October 13, the final step before the submission of the request to the Ministry of Cohesion and Territory.

The prefect of Val-de-Marne must set the rents by decree

Once voted in the territory, the project will be examined by the State services before being translated into a decree and then a prefectural decree setting the reference rents. In Paris, almost seven months elapsed between the deliberation of the community and the entry into force of the rent framework. The experimental framework of the ELAN law has set November 24, 2020 as the deadline for submitting applications. To date, only Paris and three cities in the Lille metropolitan area are experimenting with rent control. In Val-de-Marne, only the GOSB territory has carried out a rent control project.
