Ferrara, 30 September 2020 – The question linked to the opening of the degree course in Medicine and Surgery a Cotignola by Unife ends in front of the Lazio Tar. We had given an account, in these columns, of the rector’s understanding Giorgio Zauli to request the intervention of Roman administrative court in this affair.
The paradox, however, is that, generally, an appeal is made for a decision taken in which points of illegitimacy or penalization are glimpsed. In this case, however, Unife he appealed for a choice not made. Which, however, of course, is to the detriment of the university but above all, as repeatedly reiterated by the same number one of the University, “to give answers to the young people who have chosen Cotignola as the first venue for their course of study”.
From this point of view, there is an obligation to remember that it is not only the academic future of 27 boys and therefore as many families, but also of all those who have chosen the Maria Cecilia Hospital also as a second or third study destination. Everything will depend on the national rankings and the results obtained by the students in the admission test.
But let’s get back to the appeal. The decision matured by the university arose due to “the continuous rebound of responsibility”, says Zauli, between Region, Anvur e Ministry. The indecision is so great that, to date, the Cotignola headquarters, families and young people together with the investment of a few million euros planned for the educational center, lie in limbo. In fact, on the website of the Ministry of University and Research, the Medicine office in Romagna is still “in the accreditation phase”.
Therefore, without prejudice to the intention of the rector to extend the headquarters also to Cotignola, making use of important partners such as theSan Pier Damiano hospital of Faenza, the university in the appeal to the administrative court of Lazio involved both the National Agency for the evaluation of the university and research system and the Emilia Romagna Region. At the same time, in Zauli’s intentions, there would be the idea of proceeding with a precautionary measure to get out of the impasse and accredit the Romagna office.
The contraindication in taking this second way, however, would be to “put the children in difficulty” because in fact it would affect “the entire national ranking, with the concrete probability of jamming the mechanism”. The appeal to the TAR presented by Unife, although legitimate, risks lengthening the time. Of course, this is not the fault of Zauli who, on the contrary, immediately put the interests and choices of the boys first.
“The situation in which we find ourselves is paradoxical, as well as unacceptable – comments the rector -. I really think that we are in danger of losing an important opportunity not only for the university as such, but for two territories. Both that of Ferrara and that of Romagna “.
In addition to leaving open “the possibility for many companies to work in the university sector, as well as for the construction of the new academic center envisaged in the expansion plan of the structures”.
