United Right leaders approved the new composition of the government

The coalition council met on Tuesday after 14 to discuss the division of ministries and the functioning of the government after reconstruction. The meeting, which lasted about an hour, was attended by, among others PiS head Jarosław Kaczyński, Prime Minister Mateusz Morawiecki and the heads of Solidarity Poland and the Covenant – Zbigniew Ziobro and Jarosław Gowin.

The Coalition Council is a body that was established on the basis of the new PiS, Solidarna Polska and the Agreement signed on Saturday; consists of the PiS leadership and two or three representatives of each of the other two coalition parties.

On Monday evening it was held meeting of the leadership of the Law and Justice partywhich discussed changes in the Council of Ministers and the schedule of appointing the government.

Fewer ministries

– We agreed our position, we have our proposals for the reconstruction, as we would like the government to look like – said on Tuesday morning in Program 1 of Polish Radio Radosław Fogiel, the PiS vice-officer. As he added, at the meeting of the Coalition Council, the PiS coalition partners are to present “the same on their part”. – And I think we will manage to agree the shape of the government. I am talking about systemic and formal issues, how the ministries will function, how they will be divided, who will be responsible for which departments of the administration, Fogiel said.

At the same time, he expressed his hope that “maybe this week it will be possible to get to know the details of the composition of the Council of Ministers”.

On Saturday, Deputy Prime Minister Jacek Sasin confirmed earlier reports that there will be fewer ministries in the new government. – It is supposed to be 14 ministries instead of 20 currently functioning, so a significant reduction in the government, a reduction in the number of ministers, but also deputy ministers, and thus – a reduction in the participation of our coalition partners in the government – said Sasin on Radio Maryja.

Solidarna Polska and the Agreement will each have one member of the government managing the ministry; each of these parties currently runs two departments. In addition, PiS coalition partners are to be guaranteed one ministerial post in the Chancellery of the Prime Minister.

Kaczyński and Gowin in the government

According to the information on coalition arrangements made so far by PiS politicians, the president of PiS would join the government as deputy prime minister. The PiS president would head the Committee of Internal Affairs, Justice and National Defense.

Covenant leader Jarosław Gowin, who, according to the declaration, is to join the government, informed on Saturday that one of the new ministries will cover such areas as: development, construction, tourism and work. It would be an extended ministry of development headed so far by Deputy Prime Minister Jadwiga Emilewicz, who resigned from membership in the Agreement. Emilewicz argued her decision by returning to the government of Gowin, which would take over the only ministerial portfolio falling under the Agreement, and the disagreement with the leader of the party.

The head of the Chancellery of the Prime Minister, Michał Dworczyk, announced on Monday in RMF FM that the intention is that the new government, after the reconstruction, will be appointed in the middle of this week. However, he did not rule out that due to the calendars of the president and prime minister, there may be minor shifts. – If not half of this week, then probably the beginning of the next one – Dworczyk stressed.

In turn, the spokesman for president Błażej Spychalski stated that due to the very tight calendar of President Andrzej Duda, it is practically impossible to make changes in the government this week.

Crisis in the coalition

Leaders of the United Right: President of PiS Jarosław Kaczyński, Agreements – Jarosław Gowin and Solidarna Polska – Zbigniew Ziobro signed a new coalition agreement on Saturday. Prime Minister Mateusz Morawiecki was also present during the event.

The signing of the agreement was preceded by many days of stormy negotiations and a crisis in the government coalition. On September 18, members of Solidarity Poland voted against the amendment to the act on animal protection promoted by Kaczyński, providing for, inter alia, no breeding of animals for fur. In turn, the parliamentarians of the Covenant abstained from voting.

At the same time, the politicians of Solidarity Poland headed by Zbigniew Ziobra strongly protested against the draft law guaranteeing impunity for officials for decisions made in connection with the coronavirus pandemic. Law and Justice finally withdrew the bill from the Sejm.

Leading PiS politicians began to refer to the SP and the Agreement as “former coalition partners” and suggest the possibility of their politicians being deprived of their positions in the government. September 21 and 23 took place Kaczyński’s meetings with Ziobrowhich resulted in the signing of the coalition agreement on Saturday.
