Politicians of the New Conservative Party (JKP) have asked the Corruption Prevention and Combating Bureau (KNAB) to check the possible fictitious employment in the Riga Municipal Police (RPP), but due to the KNAB’s mistake the check did not take place, TV3’s program “Nekā personīga” reports.

JKP has suspicions about a former member of S Harmonas Raimondu Rublovski and a member of “Honor to Serve Our Latvia” Raimonds Nitišs. JKP politician Valters Bergs has received information from RPP employees that the role of many leading persons, which they then deal with on a daily basis and what their contribution to the work of the municipal police is, is not understood. An application has been written for these persons.

Nitišs has been in the municipal police since 2010. At the same time, he holds positions in several public organizations. Two years ago, he was also a deputy of Kekava City Council. In the police, Nitišs is the main specialist in cooperation issues between state and local government institutions. The former and current colleagues interviewed have confirmed that he really works.

Rublovskis, on the other hand, has been holding the position of the chief specialist in strategic planning issues for six years, and so far the program has rarely appeared in the work. For example, Mārtiņš Zariņš, the former head of the RPP Zemgale administration, said that Rublovskis “was politically embedded”.

RPP chief Juris Lukass, for his part, emphasized that both were necessary employees he had invited to work. Both have military experience in strategy issues at the army headquarters. In the police, too, their task is to write strategies and plan.

The request of the program to show the records of Rublovskis’ reports or opinions, the police stated that the written works were not registered, and part of his work was oral consultations in conversations and discussions.

In his turn, Rublovskis presented a report “Possible development tendencies of Riga municipal police. In the context of the security challenges of the 21st century “. “The second point I am working on is the issue of the US police, and whether and how it may affect the structure of the police, including in Latvia,” Rublovskis said.

Rublovskis has been a member of the party “Sadarba” since 2014, but resigned from it this summer. He is now on the board of the Society for the Defense of Democracy, registered on 28 July. Elita Dreimane, a member of the board of JSC Latvijas gāze, Ilze Jurča, a former deputy head of KNAB, a formerly dismissed chief of the Riga Municipal Police, now a sports functionary Māris Liepiņš and a “publicist” Sandris Točs, also work there. Asked if a party could be formed on the basis of the association, Rublovskis said: “I’m not saying anything at the moment.”

The program emphasizes that the law enforcement authorities did not check whether Rublowski had actually planned strategies for six years or simply counted in the police state.

The KNAB’s application was reviewed within a week and a reply was sent that it was not necessary to carry out the inspection, as both were not officials and had not received a salary, which turned out to be an error.

KNAB explains that it was a “human error” – the employee did not notice that from 2018 the RPP pays salaries not from the police, but from the Riga municipality. Now the inspection will have to be carried out, although to detect violations, if any, will be much more difficult, notes the program.
