The White House Management and Budget Office in the US has recalled the freezing of federal aid, according to a memorandum of the Trump government who came to CNN.

The White House Budget Office had ordered the cessation of federal grants and loans, according to an internal memorandum sent Monday, which caused confusion and concern, even when the White House said it was not as sweeping as it seemed.
