Rep. Jeon Jin-sook proposes a law to prevent drug shopping

Jeon Jin-sook, a member of the Democratic Party of Korea (Gwangju Buk-gu), announced on the 29th that she proposed a bill to partially amend the Narcotics Management Act, which would allow doctors to check a patient’s medication history before prescribing narcotics.

In a government audit of the Ministry of Food and Drug Safety held last month, Rep. Jeon Jin-sook discovered that some patients were visiting dozens of hospitals and receiving large quantities of narcotics.

In particular, in the case of zolpidem, a hypnotic sedative, one patient received a total of 11,207 prescriptions 465 times at 34 hospitals, and for ADHD treatment, one patient received 8,658 prescriptions 54 times at 13 hospitals.

In order to prevent patients from visiting various medical institutions and receiving prescriptions for narcotic drugs, it is necessary to establish a system in which doctors who prescribe narcotics can quickly check the patient’s past medication history.

As a result of a check by Rep. Jeon’s office with the Ministry of Food and Drug Safety, it was found that the software that allows doctors to check drug administration details in real time from the medical institution’s prescription software is limited to the fentanyl (painkiller) ingredient. In the case of other narcotics, medication history could only be checked by accessing a separate system, which limited the ability to prevent medical shopping.

Accordingly, Rep. Jeon proposed a bill to partially amend the Narcotics Management Act, which mandates that the prescription software used by medical institutions be linked to the integrated narcotic management system.

The main content of the amendment is that software business operators, drug handling medical providers, and drug retailers must apply for linkage between the software used by medical institutions and the drug integrated management system, and the Minister of Food and Drug Safety can provide administrative and technical support for software linkage if necessary. .

Jeon Jin-sook said, “As a result of analyzing patients who were prescribed large quantities of narcotics, we found that many of them visited multiple medical institutions and received prescriptions. In particular, in the case of zolpidem, there are many cases of it being abused as a so-called ‘date rape drug,’ raising concerns that it may even be misused in crimes. “It is a situation that can happen,” he pointed out. He continued, “To fundamentally solve these problems, it is urgent to expand the system to check medication history before prescribing narcotics,” and added, “We will strive to quickly pass the ‘Partial Amendment to the Narcotics Management Act,’ which was proposed on November 28.” “He said.
