Mexico City. The National Council for the Evaluation of Social Development Policy (Coneval) called on the Senate of the Republic to guarantee the reliability and credibility of poverty measurement in Mexico.
“The above is essential to preserve the capacity of the Mexican State to effectively support actions aimed at eliminating poverty, as well as the promotion and guarantee of the social rights of Mexicans,” he stated in a statement.
On November 21, Morena and its allies in the Chamber of Deputies completed the extinction of seven bodies, among which is Coneval.
Coneval requested that certainty and respect be provided to the labor rights of the nearly 200 workers that comprise it, since if said transition occurs, the deadlines, budgets and mechanisms necessary to comply with the activities scheduled for 2025 be considered. .
The entity called to consider, as stated last August, that this body is not an autonomous constitutional body and that it does not have duplicate functions with the National Institute of Statistics and Geography (Inegi).
In a statement, the organization assured that by moving the functions of poverty measurement and evaluation of social policy outside the scope of the federal public administration, the credibility of fundamental figures for social development policy, the issuance of crucial information for the delimitation of priority attention areas for social programs, and the generation of timely evidence useful for designing the new administration’s plans.
“As has been raised to the legislators and officials who have listened to Coneval’s position, there is the possibility that the purpose of eliminating the autonomous constitutional body considered in constitutional article 26 (which never came into operation) will be fulfilled, without “the federal Executive loses functions directly linked to the national social development policy,” the statement mentions.
It is stated that if the opinion is approved to eliminate Coneval in the current terms, the technical and independent governance model that has ensured the quality and objectivity of the evaluation and monitoring of policies will be prioritized in the secondary regulation and in the transitional articles. public that has been consolidated in the 19 years of existence of Coneval.
Coneval referred to the presentation of the estimates of the multidimensional poverty measurement 2024, the preparation of the municipal poverty measurement 2025, as well as the information that allows the allocation of the Branch 33 Funds, including the Contribution Fund of State Social Infrastructure.
The entity asked to consider the preservation of the information, systems and methodologies that have been created in almost two decades.
