Imminent dispute in the INE when renewing the Executive Secretariat

Mexico City. Faced with one of the greatest challenges of the National Electoral Institute (INE), the judicial election, a new upheaval is looming in this body, because as of November 30, Claudia Suárez leaves the Executive Secretariat, the administrative and legal bastion of the Institute .

The dispute between the blocks of advisors will be for the appointment of the successor.

This position has not been able to be designated (as head) since April 2023, when four ministries were incorporated. After the resignation of Edmundo Jacobo, four people have occupied the position, all provisionally, due to the rejection of a majority of councilors towards the presidency’s proposals.

With the recent modifications to the electoral law, the presidency of the general council can appoint the directors, members of the General Executive Board, without the endorsement of the general council. However, this provision does not include the executive secretary.

This requires a qualified majority (eight out of eleven votes on the council).

Another option for Taddei would be to name someone close to him as head and thereby give him viability to later propose him as head or person in charge of said Secretariat.

President Guadalupe Taddei thanked Suárez for the time he was in office – just a few months – and noted that he was leaving the Institute for a “strictly personal, family” matter.

He announced that they will have an extraordinary working group with the eleven counselors.

The executive secretary is in charge of all administration and is legally the legal representation of the Institute. The person responsible in this area heads the General Executive Board, where the main officials meet and, in addition, signs the voting credentials.
