The bill for the revision of the Highway Code also received approval from the Senate, thus becoming law. The parliamentary process of the text began in October 2023 and, last March, it had already passed the examination of the Chamber. After the vote, some changes will come into force immediately, while others will require further intervention from the Government, which will have to issue implementing decrees to define the new rules in detail, such as those relating to scooters.
In the meantime, the comments on scooters have focused heavily on the insurance obligation with contributions, even, on the probable costs for users. In reality, the legislation on this matter – insurance obligation – has been quite laconic.
In fact, the new decree intervenes with a whole series of changes and additions to law 27 December 2019 n. 160 which regulated the use of scooters in paragraph 75; among the additions there is paragraph 75-vicies quinquies which reads: “Scooters with predominantly electric propulsion cannot be put into circulation if they are not covered by third party civil liability insurance provided for by article 2054 of the civil code. The provisions of Title 209”.
