Carpets lying on mud. All around, wooden panels with iron roofs covered with large plastic sheets. The barracks of the Roma camp via Carrafiello they are increasing again. And in the meantime the entrepreneur’s “fight” does not stop Francesco Micilloowner of the five hectares occupied by the nomads. On February 10th he will sit in court for an appeal against the Municipality of Giugliano. «In June the Giugliano administration – explains Micillo – issued and had a union ordinance delivered to the nomad camp which for hygiene reasons asked the occupants to remove shacks, roulettes, but above all to provide for the reclamation of accumulated waste».

«And this is why I decided to appeal to the TAR» explains the entrepreneur. «When will it end? – Micillo wonders – I’ve been living this nightmare for six years.” And in fact, as stated in the appeal presented by his lawyers Giovanni Basile, Roberto Buonanno, Giuseppe Caruso and Carmine Farina«it is clear that the situation of degradation and danger was well known to the municipal administration since the first settlement, in 2019, as well as the inability of the owners to comply with the demolition order within the assigned deadline of 90 days (issued before that of June and in which the Municipality asked the owner of the hectares to proceed with the restoration of the land, ed.), having lost the availability of the funds they owned”.
But not only that: the conditions of poor health were also clear from the beginning, as stated «even by the medical director of the Prevention Department of the ASL NA 2 Nord with a note dated 15 November 2019 […] addressed to the mayor, was able to note the conditions of hygienic-sanitary degradation in which the occupied funds find themselves, which represent a serious danger not only for the occupants of the camp but also for public health, certifies the presence of waste of all kinds, even dangerous, spilled in the field and in the surrounding areas”.
And so it was. Also that year, when it all began, the entrepreneur recalls, «one morning I found the access gate to my company tampered with. I thought that someone had entered to steal, but in reality it was only the beginning: that evening the Roma had come to my land to inspect the place. A few days later they arrived with women and children, destroyed and occupied everything. From there a never-ending story.”
