In French-speaking Africa, HD conducts its efforts at three complementary levels: the mediation of national political agreements and their implementation as mediator or support for mediation between governments and armed oppositions; the mediation of local agreements between communities for the prevention, mitigation or resolution of local conflicts, ensuring the establishment of a permanent mechanism for managing community tensions; mediating agreements to share natural resources and transhumance between communities.
POSITION 1: One (1) 100% local mediation officer
Start date: as soon as possible
Duration: 12-month renewable fixed-term contract
Under the responsibility of the Sahel head of mission, and in interaction with the Mali operations manager, the local mediation manager will join the management team of the HD Mali office and will assume the following responsibilities:
- Support mediation advisors in the identification, development, conduct and supervision of local mediation processes intended to prevent, mitigate and resolve intercommunity conflicts in Mali;
- Supervise the team of mediation advisors in the conduct of intercommunity mediations and the various tasks that result from them;
- Develop HD networks with relevant operational stakeholders, particularly local and regional authorities;
- Provide regular analysis of intercommunity and conflict dynamics;
- Report on the activities carried out, and particularly the results obtained, in order to meet the requirements of internal and external reporting as well as monitoring and evaluation;
- Guarantee compliance of its activities with the administrative and financial rules of the organization and the donor(s) in order to ensure optimal financial management;
- Monitor the evolution and achievement of project indicators
- Strengthen the capacities of mediation advisors
- Manage the security of HD operations that it implements in compliance with security rules and contribute to the security analysis of the organization.
Candidate profile:
- Hold a BAC+4 university degree in the field of political, social sciences, international relations or another relevant field;
- Benefit from at least 3 years of minimum experience in a similar position within an international organization, team management experience is imperative;
- Have a good knowledge of local dynamics in the Sahel, particularly conflict and community;
- More specifically, have excellent knowledge of at least one region of intervention (Kéniéba, Kangaba, Kita and Yanfolila);
- Be able to define a clear methodology for inter-community mediation;
- Have good organizational, analytical, synthesis and writing skills;
- Demonstrate leadership in order to manage a team, sometimes remotely, and to strengthen the capacities of mediation advisors;
- Have experience in budget management;
- Have excellent public representation skills, as well as writing and speaking skills;
- Perfectly master French and have a good knowledge of one or more local languages. Knowing how to read and/or write in English is an asset.

POSITION 2: Three (3) Mediation Advisors – part-time between 50 and 100%
Under the responsibility of the Mediation Officer, the Mediation Advisor has the following responsibilities:
- Provide regular analysis of community conflict dynamics and propose mediation actions as soon as conditions are met.
- Maintain and develop a network of relevant interlocutors in the field (communities, authorities and organizations) to carry out this analysis and then mediation work.
- Advise and support community networks of mediators so that they work as autonomously as possible in the prevention, management and resolution of conflicts.
- Implement additional mediation processes for which the organization is mandated, as mediator or advisor to the parties. In this context, facilitate meetings within and between the parties to a conflict in order to support their efforts to negotiate an agreement for the prevention, management or resolution of their disputes.
Candidate profile:
- Have a university level of study (minimum Bac + 3 or 4 years)
- Have experience of at least two (02) years in a similar position;
- Have a good knowledge of local, agro-pastoral, but also community and security dynamics, at least in the intervention zones (Kangaba, Kenieba or Yanfolila depending on the zone for which you are applying);
- Be able to position oneself impartially towards the parties to a conflict;
- Be able to work in a team and independently, also under pressure and within short deadlines;
- Have good data collection, analysis, synthesis and report writing skills;
- Have experience in financial management of activities to be carried out;
- Have excellent public representation skills, as well as writing and speaking skills;
- Be fluent in French and have a good knowledge of one or more local languages spoken in the intervention areas. Knowing how to read and/or write in English is an asset.
