According to the United Nations website, the draft resolution was presented by the Council’s 10 elected members. It called for an immediate, unconditional and permanent ceasefire, respected by all parties, and reiterated its call for the immediate and unconditional release of all hostages.
Guyana’s Ambassador Caroline Rodriguez Birkett introduced the draft resolution on behalf of the 10 countries elected to the Security Council: Algeria, Guyana, Switzerland, Japan, South Korea, Sierra Leone, Mozambique, Malta, Ecuador and Slovenia.
The draft resolution received the support of 14 of the 15 members of the Security Council, but was not adopted due to the veto of the United States, a permanent member of the Council.
At the same time, the draft resolution provides for the rejection of any measures aimed at starving Palestinians and calls for facilitating the full, rapid, safe and unhindered importation and delivery of humanitarian assistance on a large scale into the Gaza Strip in all its regions to all Palestinian civilians who need it, including civilians in the besieged northern Gaza Strip. They urgently need immediate humanitarian assistance coordinated by the United Nations.
The draft resolution also emphasizes that UNRWA remains the backbone of humanitarian assistance in Gaza and calls on all parties to enable the organization to implement its mandate approved by the General Assembly in all areas of its operations, with full respect for the principles of humanitarian action on the Foundation of humanity, impartiality and independence and respect for international humanitarian law, including the protection of the United Nations and humanitarian institutions.

The Mujahideen Movement condemned the American veto, noting that it clearly proves that the United States is the one waging and continuing the war of genocide and ethnic cleansing against the Palestinian people.
The movement called on “all resistance forces and living forces in the country to exert pressure by all means on the country’s enemy and the leader of global terrorism, America, until it stops supporting the killing of innocents in Gaza.”
In the Arab world, Algeria’s representative to the Security Council condemned the failure to adopt a resolution to end the war in Gaza, calling it “a sad day for the international community.” She called for an unconditional ceasefire in Gaza and stressed the need to force the Security Council to resolve the Palestinian issue.
The Algerian ambassador, Ammar Ben Jama, blamed one country. He said that this vote means that the Security Council is giving the Israeli occupying state another chance for further killing and destruction. Order to accept a ceasefire? Are 45,000 victims not enough?

Malta also criticized the Security Council’s failure, saying in a statement: “The Council has once again failed to maintain international peace and security because of Washington’s veto of the draft resolution ending the war in Gaza.”
US Deputy Ambassador Robert Wood explained the reasons for the veto after the vote, saying: “We have made it very clear throughout all negotiations that we cannot support an unconditional ceasefire that does not allow the release of hostages,” sent along This resolution sends a message to Hamas: “There is a risk that there is no need to return to the negotiating table.”
