P.CoK actively combats piracy by dismantling platforms hosting KakaoPage and Kakao Webtoon content. In the first half of 2024 alone, it reported taking down 270 million illegally hosted webtoon and web novel files. The task force often infiltrates private piracy groups and publicly warns channels of impending takedownseven inviting users to report illegal sites and platforms.
š¢P.CoK has received information from a user about Phoenix Saga, a large Telegram group of Persian illegal Manhwa community with about 30,000 subscribers, where over 20 Kakao Webtoon works are being illegally translated and distributed.

Telegram has long faced criticism as a platform used for pirated and illegal content. Although the platform removes reported infringing channels, it’s reportedly used for easily accessing pirated content, including in India. Recently, Mumbai police shut down a Telegram group sharing content from broadcasters like Disney Star, Viacom18, Sony, and Zee following a criminal complaint by Disney Star.
In August, the Indian government investigated Telegram for allegedly enabling piracy, gambling, and extortion. Around the same time, Telegram founder and CEO Pavel Durov faced arrest in Paris over allegations of complicity in illegal activities on the platform, including drug trafficking and facilitating unauthorised transactions.
