Sándor Pintér: the attitude towards patients must be changed

Sándor Pintér, who is also responsible for health care, gave a long presentation at the 47th Medical Forum and Conference. He said that he did not accept a similar invitation before because he did not know the situation in the health sector. “It was too dark for me, because I only knew the problems that caused problems,” said the Minister of the Interior.

Sándor Pintér said he was given the task of creating one of the best healthcare systems in Europe; not the richest, but the best in the particular circumstances, he emphasized. According to him, in the last two years, 90 degrees have been introduced which improved the sector. Among them, he mentioned, for example, the salary increase for doctors and nurses, the hospital renovation program that took place on 300,000 square meters, and the elimination of investments. Regarding the latter, he noted: they hope to complete full parasolvency. “I know we’re not there yet, but we’ve already reached 80-90 percent,” he said.

Regarding the developments that are currently underway, the head of the ministry said that digitization will continue and that digital nursing documents will be introduced. A trial of the electronic fever register will begin in January in some designated hospitals. In addition, this year a large one and, according to the plans, finally one central health warehouse, where purchases will come, will begin to work. They also rely heavily on artificial intelligence, said Sándor Pintér. In general, he said: “Artificial intelligence also has a role in medicine: not necessarily, but in a way that supports the doctor”.

The Minister of the Interior also spoke about doubling the number of inspectors working in the health sector. He said of the investigations so far: they found more than 200 doctors who work full time in the public health sector, and by the end of August they had treated less than 50 patients. Among them was someone who received 1,800 patients in a private institution. According to him

it is necessary to study how many side jobs a doctor may have, and it is also necessary to find out how many patients a doctor should treat.

Sándor Pintér called the development of participation in screenings an additional problem and a task to be completed, but according to him, the attitude towards patients must also be changed. “Especially for the nursing and specialist nurse field, but doctors are not exempt from this either,” he said. According to Zoltán Ónodi-Szűcs, on the basis of a questionnaire issued and collected by the ministerial representative responsible for the transformation of the outpatient management system (JIR), many experts are characterized by rude and lack of empathy.

Sándor Pintér is sure that being overweight is one of the reasons for this, if this is taken away from them, their attitude will change. To this end, the General Directorate of the National Hospital trains them in effective communication with patients twice a year. Sándor Pintér also noted that hospitals in many cases currently perform the functions of a social home, and this practice must be stopped.

About hospital debt

Debt collection in the health care sector is not unique to Hungary – Péter Takács already spoke about this at the conference. The secretary of state responsible for health said that although in Hungary this happens at the level of hospitals, in Great Britain it happens at the NHS, i.e. the National Health Service, and in the Czech Republic at health insurance companies . Regarding the hospital’s debt, he pointed out that the institutions will receive money for the settlement this year and at the beginning of next year.

Péter Takács said that next year’s budget will provide around 150 billion forints to correct health care funding. In addition, extensive data collection will be launched in nine hospitals for further funding restructuring. The secretary of state also talked about the fact that they will also launch a debt reduction assistance program for hospital management. They will set a level of debt that remains bearable. Where this is exceeded, expert support will be provided and an internal debt management program will be launched, he stressed.

“There will always be hospitals that have the most loss-making professions in their portfolio, and they will have debts, but the amount is not the same. If we see an outlier between similar hospitals, the job of the curator and NEAK is to shine a flashlight there and see what is the reason for the outlier, what is the reason for the extraordinary anomaly,” explained e.

The secretary of state also said that the government has definitively rejected the nationalization of specialized municipal clinics, but at the same time they are included in the finances, so the county management institution can see data and manage patient traffic and, if that is necessary, they will provide them. with procedural help.
