Mexico has already answered a preliminary result of the controversy panel on the ban on transgenic corn, but the final resolution will be announced until December 14, said Marcelo Ebrard Casaubón, head of the Ministry of Economy (SE).
During the presentation of Buen Fin 2024, La Jornada asked the official about the status of the dispute he has with the United States within the framework of the T-MEC.
He explained that on October 22, a preliminary result was sent to the partner countries involved, which the SE already responded to on November 6, while on the 29th of the same month the SE will be informed “if they take into account the additional comments that Mexico presented.” ”.
“Why then hasn’t a full report been given? Because the process has not finished,” said the official about the panel that the United States initiated to challenge the measures established in the decree issued by the government of Mexico on February 13, 2023, in particular, for the prohibition of the use of transgenic corn. in tortillas or dough, as well as the prohibition of the use of genetically modified grain in all products for human consumption and animal feed.
“Until December 14, they publish what we call the panel’s ruling, in English and Spanish. Until that moment, I will be able to give in detail what Mexico’s arguments were and what the results were. “We are about to conclude the termination process,” he indicated.
The last federal administration explained that the measures do not prohibit imports, since these are allowed, only that the use of corn for tortillas is not allowed if it is transgenic.
The former head of the SE, Raquel Buenrostro Sánchez, explained on several occasions that 50 percent of the corn consumed in Mexico is national production and the other half is imported. However, all national production, which is not transgenic, is sufficient for the production of dough and tortilla, so there was no commercial impact.
The federal government has also argued that it is only defending biodiversity, which is covered in the USMCA, from economic interests.
Juan Carlos Anaya, general director of Grupo Consultor de Mercados Agrícolas (GCMA), commented that if the resolution is not favorable for Mexico, it must remove restrictions or apply sanctions such as tariffs on products established by the United States and Canada.
However, he commented that the initiative that is in the Chamber of Deputies regarding the ban on genetically modified grain is worrying, since if approved it would further complicate the situation with the United States.
He noted that it is estimated that the resolution is not favorable, because the arguments presented by Mexico have not been scientifically proven.
It should be noted that in a panel with Canada for dairy, it was considered that the resolution was not fully complied with and the complaints process began again.
