First home mortgage: guarantee for young people extended until 2027

The 2025 Budget Law extended the First Home Fund until 2027, a crucial measure to facilitate access to mortgages for the purchase of a main home, in particular for young people and Italian families. The Fund provides a public guarantee on mortgages, with coverage varying from 50% to 80% for specific categories of beneficiaries. This extension, which strengthens a provision that has so far been renewed year after year, provides for a gradual increase in resources until 2027, ensuring greater stability and accessibility in the long term.

How it works

Since 2013, the First Home Fund has facilitated the disbursement of over 62 billion euros in mortgages, accepting 537,000 requests. The Fund, aimed at citizens without other residential properties, offers a state guarantee equal to approximately 50% of the financed amount. This measure responds to the strong desire of Italians to buy a house and has recorded considerable success, with an increase in applications of 15.2% in 2024 compared to the previous year. Given the limit of available resources, the law establishes priority criteria for:

* Young couples, cohabiting or married, with a family unit that has existed for at least two years;

* Single-parent families with minor children living together;

* Young people under 36 years old.

Requirements and benefits for young people

The new legislation confirms the benefits introduced by the Sostegni bis decree of 2021, aimed at young people under 36 with an ISEE of up to 40,000 euros per year. Among the main advantages are:

* Exemption from registration, mortgage and cadastral taxes;

* A tax credit, equal to the VAT paid, for purchases subject to this tax;

* Exemption from substitute tax on financing for the purchase, construction or renovation of your first home.

Furthermore, for young applicants, the state guarantee can cover up to 80% of the mortgage capital, allowing credit institutions to finance up to 100% of the value of the property. This benefit is designed for those who, having a career at the beginning, have fewer financial guarantees.

Enhanced support for large families

The Meloni Government has expanded access to the fund for large families, offering additional benefits. Families with at least three children under 21 and an ISEE of up to 40,000 euros (45,000 euros for families with four children) can benefit from an 80% guarantee. For families with five children and an ISEE of up to 50,000 euros, the guarantee increases up to 90% of the financed amount. Despite these increased coverages, the maximum loan amount remains set at 250,000 euros for all beneficiary categories of the fund.

How to access the public guarantee

Requesting the Fund guarantee is a clear and quick process:

1. It is necessary to submit the application directly to the bank, attaching the form available on the websites of the Ministry of Economy or Consap, together with an identity document.

2. Consap (Public Insurance Services Concessionaire) sends the result of the guarantee request to the bank within 20 days.

3. Subsequently, the bank has 90 days to accept or reject the loan, communicating the decision to Consap.
