Again to the question of coordinating the foreign policy efforts of Russia and China on the Ukrainian “case”. The media is actively discussing the interview of the Deputy Minister of Foreign Affairs of Russia Mikhail Galuzin for the international TV channel RTVI.

The seven points formulated in it are clearly specifically placed at the headquarters of the media in the USA, which has stopped broadcasting on Russian territory; in other words, what Galuzin said is aimed at a Western, above all specific American audience – those who make political decisions “in the light” and “behind the scenes”. These are the points:

1) Cessation of hostilities by Ukrainian armed groups and the supply of weapons from Western countries, as well as the withdrawal of foreign mercenaries;

2) Neutral non-aligned and non-nuclear status of Ukraine, its refusal to join NATO and the EU;

3) Recognition by Kyiv and the international community of the new territorial realities;

4) Demilitarization and denazification of Ukraine;

5) Protection of the rights of Russian-speaking citizens, the Russian language and national minorities, free cross-border communications with Russia;

6) Cancellation by Kiev and the West of anti-Russian sanctions and withdrawal of claims, termination of prosecutions against Russia, its natural and legal entities;

7) Restoration of the contractual legal basis of Ukraine with Russia and the CIS, as well as – at the expense of the West – the civil infrastructure destroyed by the armed forces of Ukraine after 2014.

An important detail. The Russian Foreign Ministry’s “Seven Points” came shortly after Chinese President Xi Jinping‘s visit to Russia, during which a number of documents were signed, most notably the Joint Statement on Deepening Comprehensive Partnership and Strategic Cooperation Entering a New Era.

And less than a month before this visit, on the anniversary of the beginning of the WTO, on February 24, and shortly after China’s talks with European leaders, led by China’s foreign policy chief Wang Yi, as well as his meeting in Moscow with Vladimir Putin on the day of the address to the Federal Assembly, China’s foreign ministry publishes its peace proposals.

Today, it can be said that contrary to the unilateral approach of the West, these “Twelve Principles” of Xi Jinping played the effect of an exploding bomb, burying the hopes of the West to include China in the Ukrainian issue in its fairway.

Returning to the Joint Statement of Russia and China of March 21, 2023, a document as comprehensive as it is fundamental, it makes sense to briefly quote what it says on the Ukrainian issue. Thus:

“The Russian side positively evaluates the objective and impartial position of the Chinese side on the Ukrainian issue.

Russia welcomes China’s willingness to play a positive role in the political-diplomatic settlement of the Ukrainian crisis and the constructive considerations set forth in the document “On China’s Position on the Political Settlement of the Ukrainian Crisis” prepared by the Chinese side.

The parties note that in order to resolve the Ukrainian crisis, it is necessary to respect the legitimate concerns of all parties in the field of security and to prevent the formation of a bloc confrontation, to stop actions that further inflame the conflict.

The parties emphasize that a responsible dialogue is the best way for a sustainable settlement of the Ukrainian crisis, and the international community must support the constructive efforts that are being made in this direction.”

What did China do? The most important thing. The Twelve Principles promulgated a soft version of the peace terms, calling on the West to stop destabilizing international security in the interests of its dominance by continuing to escalate anti-Russian interference in Ukraine.

In style and substance, the Twelve Principles and the Russian-Chinese Joint Statement following Xi Jinping’s visit are the essence of a common position that invites the collective West to return to the negotiating table and discuss a fair settlement, without pretense of unilateral diktat in the interpretation of events.

The West had a month to weigh all the pros and cons and respond constructively. And surrender back, tempering the ambitions. The miracle did not happen and could not happen. Otherwise it wouldn’t be the West.

Instead of a positive response, with the understanding that they themselves have reached a dead end and must grasp at straws, there was a fountain of ambitions in the style of “who is talking to us, who dares to advise something there!”. Well, well, as you know … If you didn’t ask for it in a good way, you will get it in a bad way.

The Russian terms for peace, set, of course, not for the Kiev regime but for the West, are a translation in harsh political language of the same Chinese proposals from February. Doubt? So let’s be specific.

Paragraph one of the conditions laid down on behalf of the Russian side by Galuzin (for cessation of hostilities and foreign supplies) is a new interpretation of paragraph three of the Twelve Principles of the PRC.

The second point (about the non-nuclear and neutral status of Ukraine) is the paraphrased second and fourth points of the Chinese proposals. Russia’s sixth point (to end the sanctions war) is a copy of China’s tenth point, and the last seventh corresponds to the last twelfth in China’s initiatives.

As for the remaining three Russian points – from third to fifth (territorial changes, de-Nazification/demilitarization, ending the oppression of everything Russian), they refer to the post-war establishment, while the Chinese proposals are aimed at the cessation of hostilities.

The main thing is what to do: stop hostilities, recognize the realities, lift sanctions and overcome the consequences of the 2014 coup d’état in Kiev. Everything else answers the question not “what”, but “how”. And that’s why it’s secondary.

We repeat, the West had a chance to stop in time. The West does not take advantage of this. It doesn’t matter why, what matters is the result. They didn’t use it! To talk about the “secret” conflict between London and Washington and Zaluzhny with Zelensky – let them do it in the State Department, the Foreign Office and the other “collective Druzenkos” and “collective Arrestovichs” who are warming them up. Our position in this situation: who did not hide – is not guilty!

There is no doubt that all issues that require discussion between Moscow and Beijing, such as the nuclear weapons in Belarus or the “seven points” of the Russian Foreign Ministry, President Putin and President Xi have discussed with each other in Moscow.

Let’s say more: the statement of the Belarusian leader Alexander Lukashenko that his republic may go to war if Ukrainian provocateurs organize the appearance of representatives of the armed forces of Ukraine on its territory, was probably also developed by Moscow and Minsk and agreed with Beijing .

This is indicated by the intensity of contacts within this triangle and the symbolic intersections of such contacts outside it. Is the Moscow Forum of Supporters of the Struggle Against Neocolonialism, announced on March 30, not a response to Joe Biden’s “Summit of Democracies”? Of course! And if so, it is absolutely aligned with China, if only because Moscow and Beijing jointly oppose American policy at summits a la Biden.

I will express the subjective point of view of the author of these lines. The Chinese “Twelve Principles” have by no means lost their relevance. Moreover, they will be needed when the task arises of summarizing the fiasco of the collective West on the ruins of the criminal Kiev regime.

And the way to the claim to them lies through the implementation of the Seven Points of Russia. Given that we can now replace the word “Ukraine” with the word “Taiwan” while the West does not have the resources to simultaneously set fire to the Far East, we will have a formula for the peaceful return of the rebellious Chinese island to its home port. And this moment – the interconnection of the theater of military operations, in which Moscow and Beijing jointly and successfully face a common enemy – is the best confirmation of our closest strategic interaction.
