/ world today news/ The proposed changes by the Ministry of Health in the Law on Health Insurance are ill-considered, half-hearted, uncoordinated with the existing health legislation and will cause a significant deterioration of access to health care for large groups of people, accompanied by an unjustified increase in the cost of medical care.
This is stated in the position of the Coalition “Rights” in relation to the changes in the Law on Health Insurance.
According to them, the proposed draft law (ZID of the PHI) is not accompanied by an analysis of its impact in organizational, financial and functional terms, which makes the eventual application unpredictable, and the behavior of the health authorities in the coming years will be based on the “trial-error” mechanism and predetermines “firefighting” after the fact – an approach unacceptable in health care and in public administration in general.
In the public debate about the changes, the Ministry of Health refused to present and defend its positions – this happened both in the bodies of tripartite cooperation and in the public space. In essence, the behavior of Minister Moskov in this process was a demonstration of disrespect for public and expert opinion, which shows the formal attitude of the authorities towards problems and civil society. Despite the negative opinion of the public, NHIF, trade unions and employers towards the proposed changes, we witnessed the imposition of thoughtless decisions without appeal and without discussion.
In the proposals made to divide the existing universal coverage with health care under the line of health insurance into two packages – basic and additional, insurance lobbying and the creation of a situation loaded with corruption potential, as well as increased opportunities for extorting patients, are alarmed by the Right.
They stress that patient waiting lists will create not only the danger of health dramas for many people, but also an increased risk of conflicts between doctors and patients, as well as an avalanche of lawsuits by victims against doctors and medical facilities.
At least four systemic principles of health insurance are violated – solidarity, justice, equality and self-management. This will lead to irrational functioning of the sector and further demotivation of the correct payers of health contributions, without motivating the incorrect ones. We warn that if it comes to the adoption and implementation of the ZID of the PHI in its form, the chaos in healthcare will increase dramatically, the administrative costs of managing the system will also increase due to the additional need that will appear to control the new negative processes , which this chaos will create.
With the current position, we aim to sharpen the attention of the people’s representatives, who are about to adopt in the second reading the ZID of the PHI, as well as the citizens about the unfavorable interventions being prepared for them on the access, price and quality of the medical assistance to which they are entitled as health insured persons. We call on the Ministry of Health to withdraw the bill and make more efforts to improve it so that it improves the status of health care, instead of further disrupting and worsening it, the “Right” Coalition also emphasizes.
