the essential Alerted by a practitioner of the lack of specialist in the territory, the community of communes of Deux-Rives (Tarn-et-Garonne) was able to recruit, with the help of the Mutualité de Tarn-et-Garonne, a new dentist by the start of 2025. The realization of a proactive policy.
The medical shortage lurks throughout France, Tarn-et-Garonne is no exception. General practitioners are the first links in the chain which has become rusty over the years. INTERVIEW. Jean-Michel Baylet: “The desire to create the conditions for a high-level medical offer has always guided me”
This is illustrated in the canton of Deux-Rives. By the start of 2025, the capital, Valence-d’Agen, should have a new dentist within the intercommunal multidisciplinary health center (MSP). The formalization was made recently, with the signing on October 28, of a protocol for the establishment of these two dental practices.
A practitioner’s alert
“It is a long-standing desire on our part to welcome, within the structure, these specialists,” indicates in the preamble the mayor of Valence-d’Agen, Jean-Michel Baylet.

A proactive policy which dates back many years and is also based on feedback from the field. Among which is the alert from Doctor Lefebvre, a specialist who has been in the town for many years. “We could no longer respond to the requests made to us by residents!”, Doctor Lefebvre had pleaded with the mayor.
The extension of the health center, a golden opportunity
Initially, the community of municipalities (CC2R), chaired by the mayor of Valence, obtained several contacts with potential candidates. But two problems then arise. The main one: the lack of premises. The second, the desertion of professionals, who ultimately do not follow up.
Within the health home, numerous specialties
This offer of two additional dentists complements an already very well-equipped multidisciplinary health center. In addition to general practitioners, the MSP des Deux-Rives brings together nearly fifty doctors, both general practitioners and specialists.
Among them, we find in particular a pediatrician, nurses and a specialist in public health, but also cardiologists, a dietician, a specialized educator, an occupational therapist, gastroenterologists, physiotherapists, an orthopedist, orthoptists, an ENT doctor , a speech therapist, a podiatrist, a psychologist, a midwife and four urologists…
The CC2R therefore sets out to find a solution for the first problem. “The extension of the intercommunal health center was the good opportunity to build two all-inclusive dental practices,” continues Jean-Michel Baylet. “It’s a huge advantage for them to come and settle in so comfortably.”
250,000 euros investment
Especially since the investment is enormous. “We invested 250,000 euros to equip the center with two armchairs, a panoramic radio and all the necessary elements,” notes Serge Berrié, the president of the Mutualité française. Because the president of the CC2R was also able to have constructive discussions with the body.

“We turned to the health faculty of Toulouse when the president of the CC2R called on us, remembers Mr. Berrié. The dean received us, with the dean of the dental faculty and the administrative and financial director of the faculty of health The fact that the first and the last mentioned came from Montauban facilitated our discussions. We then finalized things during a meeting which was held at the Hôtel du Département, in Montauban. he continues.
Welcoming students at the end of their reprieve
Thanks to these positive discussions, a qualified dentist was hired and will be assigned to the Valencia dental center. It will also be able to accommodate students in their final year of faculty for their end-of-study internship. “The partnership concluded with the faculty for training is one of the most interesting aspects of this project,” notes Serge Berrié.
