The Graubünden government wants to be able to grant hospitals bridging loans to maintain decentralized health care in the canton. A credit line totaling 100 million francs is proposed. The proposal is now going to the hearing.
The canton announced on Tuesday that it was practically impossible for most Graubünden hospitals to obtain loans to ensure liquidity on the capital market due to their lack of creditworthiness.
The government therefore wants to be given the opportunity to grant public hospitals bridging loans in the event of a financial emergency. For this purpose, she proposes a framework commitment credit of 100 million francs.
However, the support is subject to conditions. The hospital would have to present a plan of action and explain how a positive operating result can be achieved again in the short to medium term.
Possible conversion into health centers
The loans are primarily intended for the communities responsible for the affected hospitals, it goes on to say. Without the canton’s support, the communities themselves would have to take responsibility for their hospitals in crisis situations.
However, the municipalities should contribute 50 percent of any losses from granting the loans. Therefore, the majority of the communities in the health care region would first have to agree to financial aid.
The government also wants to create the opportunity for regions to convert their hospitals into health centers if necessary. The result would be that only outpatient services would be allowed to be provided at the locations. The conversion would require a majority vote of voters in the respective region.
All of these changes are part of a revision of the law, for which consultation has now begun. This lasts until December 16th.
