/ world today news/ The health fund diverted about 2.5 billion. BGN to the state’s fiscal reserve instead of using them for health care. The funds are from health insurance that has come in over budget for the past four years. This was stated to TV7 by Dr. Dimitar Lenkov, Secretary General of the Bulgarian Medical Union.
At the same time, both doctors and patients suffer from the lack of funds and the underfunding of clinical pathways. Dr. Lenkov and the other guest in “The Koshlukov Factor” – lawyer Plamen Taushanov, a member of the Supervisory Board of the NHIF, united around the thesis that at the moment we are not working for the patients, but the main idea is to make savings.
According to them, in our country there is no effective system for evaluating medical errors, and in terms of rights and satisfaction of citizens, we occupy the last places in the rankings. Already in the 11th year, the Patient Rights Act, which would guarantee them a Compensation Fund in the event of an error, as is the European practice, cannot work. Now the disgruntled are forced to litigate. Bulgarians cannot take advantage of the possibility of treatment in other EU member states.
The reason is that they first have to get permission from the NHIF and go through all the bureaucracy there. In addition, the Health Fund pays the foreign hospital at local prices. The difference, which is often several thousand euros, is borne by the patient. According to Lenkov and Taushanov, one of the reasons for the malfunctioning system is the way of appointing the manager.
It is determined by the political majority in the parliament and thus turns the institution into a state one, not a public one. The treasury turns out to be an appendage of the finance ministry. Both united around the idea that the better option is for the health fund to be managed by a financier rather than a doctor.
