In case of disagreement, farmers can object, correct or withdraw their applications until November 20
The State Fund “Agriculture” informs the applicants for the area interventions for Campaign 2024 that in their individual profiles in the Electronic Services System (SEU) is loaded information with the findings from The area monitoring system (SMP) for all monitorable eligibility conditions.
In order to access this data related to the application submitted by him, the applicant must identify himself in SEU, using his username and password. From the home page, he should select the “References” button, the “Area Monitoring System” section, the “Monitoring Results” reference.
Monitorable are all those eligibility conditions that can be traced through the satellite imagery from the Sentinel satellites, a fully automatic procedure for extracting data and forming results structured in tabular form, namely:
- Maintenance/activity in health care;
- Maintenance of perennial crops;
- Maintenance of PZP;
- Presence of plowing in areas declared as grassy areas;
- Availability of plowing in the period from 1.04 to 30.07 (for the areas requested under ECO-GT);
- Availability of mowing until 15.06;
- Availability of mowing up to 1.07;
- Availability of mowing until 15.07;
- Flooded area in OZ;
- Flooded area in PZP or TN;
- Presence of bushes and forest vegetation (art. 55 paragraph 1, items 1 and 2 of Ordinance No. 3);
- Existence of burned areas (art. 55 para. 3, item 2 of Ordinance No. 3);
- Presence of areas of a permanent nature (art. 55 paragraph 1, items 3-7; paragraph 2, item 4 of Ordinance No. 3).
From January 1, 2024, SMP also monitors the presence of plowing in all areas declared as grassy. It also tracks the lack of data on the presence of plowing in the period 01.04 – 31.07 for areas declared under the intervention for maintaining and improving biodiversity in forest ecosystems (ECO-GT).
Applicants whose applications for assistance under the interventions of direct payments for an area for Campaign 2024 through the SMP have found inconsistencies or from administrative checks (double-claimed areas) have the option through the SEU in the submenu “Data from monitoring and administrative checks 2024”, within a deadline by November 20, 2024, take any of the following actions for each non-compliance:
- to express disagreement, or
- to correct the affected plot by withdrawing it in part, or
- to withdraw the non-conforming plot in full.
In cases where the SMP has established discrepancies related to burned areas, areas of a permanent nature or the presence of plowing in areas declared as permanently grassed areas, for which no disagreement has been expressed or the discrepancy has not been removed by correction, or withdrawal of the plot , the affected areas are subject to additional inspections.
For the convenience of farmers, a video has been published on the YouTube channel of the DFZ with instructions on the provided opportunity to get acquainted with the results. A video with specific steps for expressing disagreement, correcting or withdrawing stated data in Campaign 2024 applications, established through the SMP or from administrative checks published on the DFZ website, is also forthcoming.
DF “Agriculture” invites farmers to express their disagreement in any case in which they believe that the system has recognized a certain area incorrectly – as an area with a discrepancy. On any disagreement by the beneficiary, a review of the available satellite images will be made outside the automatic procedure of the SMP and the finding will be communicated to the applicant through the SEU.
In the presence of evidentiary material, in favor of your expressed disagreement, you could attach it to the application.
In the event of natural disasters that are properly documented and declared in the manner described in national legislation as force majeure, it is not necessary to correct the areas, withdraw them or express disagreement with the results of the system that established this discrepancy. For this purpose, the affected areas should be clearly identified in the submitted force majeure documents.
