Concepción: Longer lifespan, more strength and better temperature resistance are just some of the advantages that concrete has over asphalt. Nevertheless, not a single concrete road was built during Cartes’ reign. Now that is changing.
The Ministry of Public Works and Communications (MOPC) received last Friday offers from eight companies and consortia to carry out the rehabilitation works on the PY05 in the Pozo Colorado – Concepción section.
This project marks an important milestone as it is the first road in the country to be built with concrete. This started in Europe 100 years ago.

According to the MOPC, choosing a rigid pavement offers numerous benefits, including longer life, less maintenance, high resistance to heavy loads, better load distribution, greater road safety and reduced environmental impact. In addition, local materials are used and local jobs are created.
The work to be carried out will be financed with resources from the Development Bank for Latin America and the Caribbean (CAF) within the framework of the “Program for the rehabilitation and maintenance of paved roads according to performance levels – Vial 3”.
The work is divided into two strategic sub-areas: Sub-area A with 53.3 km and Sub-area B with 36.2 km, a total of 90.2 km of renovation. For each sub-area, an execution period of 20 months applies from the signing of the contract. The submitted offers range between 290.7 billion and 339 billion guarantees for subarea A and between 219.6 billion and 299.4 billion guarantees for subarea B.
What a coincidence: Cecon, the Cartes family‘s cement company, produces near Concepción and ships the building material from there towards Asunción. So if you take into account the transportation of the building material, Cecon cement won 100 percent.
