SHENGJIN (Albania) – Yesterday – Friday – on Asylum and Immigration Roundtable (TAI), in collaboration with the parliamentary contact group, is in Albania to monitor the forced transfer, after four days at sea, of the second group of migrants in application of the Protocol signed a year ago. The monitoring mission includes visits to the reception centers in Shëngjin and Gjadër to verify which procedures are applied, whether the possibility of choosing a lawyer and legal information in one’s own language is guaranteed and the verification of vulnerabilities.
Mediators excluded from the meeting. On the first day of the mission, the group carried out monitoring activities at the Shëngjin facility, where identification and screening procedures are applied. The deputies Scarpa (PD) and Mari from Alleanva Verde e Sinistra (AVS) and two lawyers from associations of the Asylum and Immigration Roundtable: The mediators who accompanied them were denied entry. All guests of the facility were classified as asylum seekers: five of Bangladeshi origin and three Egyptians. They submitted an asylum application and filled out the ‘C3’ form, useful for the hearing in the commission. Today, one of the eight people was considered vulnerable and, in light of what was communicated by the authorities, will be promptly transferred to Italy. It is expected that the remaining seven asylum seekers will be transferred to the Gjadër CPR by today and detained due to their origin from countries considered ‘safe’ by the government.
By paying you avoid detention. From the conversation with the immigration manager within the structure it emerged that the information communicates that it is possible to avoid detention by paying the sum as shamefully introduced by one of the many measures adopted by the government. For this purpose they are given the opportunity to contact their family and friends by using the managing body’s telephone.
The inconsistent application of the law. Today, starting in the morning, the delegation will be present at the Gjadër facility to access the center and ensure continuous monitoring. Starting from 12pm, the Asylum and Immigration Roundtable will hold a press conference in front of the Gjadër centre, together with Italian parliamentarians and Albanian civil society associations, including representatives of the Mesdhe collective, to denounce the inconsistent application of the law and ask, loudly, for the immediate closure of the centers open in Albania. The press conference will be broadcast live on the national Arci Facebook page.
A propaganda procedure. Il Asylum and Immigration Roundtable and the contact group they reiterate that this procedure has a propaganda dimension, also configured through significant violations of rights. It is essential that the Italian government ensures the transparency of procedures and overcomes any illegitimacy: rights are not negotiable.
