“The officer used serious deception against the VSAT by providing forged documents, such deception had a definite effect on the subsequent acceptance of the orders of the head of the VSAT, who approved the charges mentioned in her reports and compensation due, such actions. it cannot be considered a normal practice between a state institution and an employee who works there, without imposing criminal liability for such actions,” the judges said. The fact that the young specialist of the Security Department submits false reports and illegally receives much higher compensation was discovered by a special commission established by VSAT, which investigates cases of determining the reasonableness of travel expenses. In her work practice, there were many cases when the officials who submitted requests for compensation indicated inaccurate data, therefore, when a breach was discovered, they either had to pay ​​​​​​​over paid​​​​​​

In this case, the Commission did not consider the case of Deimantė G., but immediately transferred the information to the VSAT Pre-Test Investigation Department, where a criminal case was initiated.

During the investigation, the investigators found out that the officer, when he submitted reports on the payment of compensation, stated that she was going to work from Kaunas, although that she actually lived with her mother in the Švenčioni area at that time.

That’s what she did – she said in the documents that she lives in Kaunas and goes to work in Pabrade from here.

“I didn’t always return home to Kaunas after work, sometimes I stayed with my mother, who lives nearby, because after a 13-hour shift I felt too tired to drive an extra hour and a half from Pabrade to Kaunas,” she said. “But later, when I regained my strength, I always returned to my designated residence and I went back to work from there.”

The officer also confirmed that she sometimes returned home to Kaunas by other routes: after work or after stopping at her mother’s house, when she had free time, sometimes she went to visit her father or other relatives in Utena through Moleti and returned to Kaunas from there. .

“Such behavior also shows that I have no intention of benefiting from travel compensation, I still have strong trust in my superior – after my suspension, I was replaced the guard at the Aliens Registration Center if necessary,” she said in court.

To prove that the employee of the Aliens Registration Center made false statements, VSAT investigators who conducted the pre-trial investigation used LAKD information – watched several videos from cameras installed on the Vilnius-Švenčionys-Zarasai road. It was these records that confirmed that the officer used to come to work from her mother’s home, who lives nearby.

This information was also confirmed with the data obtained from the telecommunications company about the location of the phone used by the officer.

“The data of the mobile phone used by Deimantė G. proves that she did not return to Kaunas after her service (except for isolated cases), she also went to the service not from her stated residence, but from the town in the town. Švenčioni area, where her mother lives, – stress the court. – After comparing the work schedule of Deimantė G. in the file with the location of her mobile phone on certain days and hours, it is evident that she returned to the village in Švenčioni district after work, from did she go to work on the following days according to the fixed schedule. At the same time, in Kaunas, she spent a larger part of her time on holidays and on days off from work, where transport costs are not compensated.”
