Mexico City. The president advisor of the National Electoral Institute (INE), Guadalupe Taddei, pointed out that possible internal conflicts within said organization can be resolved, as occurs in all collegiate bodies and called to accept the decision of six councilors to file a constitutional controversy against legal changes that would allow her to appoint directors without the authorization of the General Council.
Interviewed at the end of the installation of the Political-Electoral Reform Commission in the Chamber of Deputies, the official ruled out that the differences between her and the INE advisors prevent finally reaching agreements for the operation of the organization.
– Does the initiative of Sergio Gutiérrez Luna (president of the Chamber, to bring the new powers for it to the Constitution) resolve the internal conflict in the General Council? -he was asked.
– There is no internal conflict in a collegiate council capable of not being resolved – he said.
– Is it uncomfortable for you to talk about differences between your advisors?
– No, because the referees are just that, referees. As in democracy and the daily lives of all people, there are times when we have total agreements and there are times when you struggle a little more to reach agreements, but they are reached.
Asked about the decision of six councilors of the INE to initiate a constitutional controversy against the aforementioned proposal by Gutiérrez Luna – which modifies two articles of the General Law of Electoral Institutions and Procedures (Legipe), within the framework of the reform of the Judiciary of the Federation -, Taddei asked to assume that said action has already been taken.
– From my perspective, I believe that there is not even the attribution to do so as an institutional controversy (sic), but it is an agreement that was made in the General Council, proposed by six ministries. It must be assimilated, that is the Council’s agreement.
Regarding the cost of the process of election by popular vote of judges, ministers and magistrates, the official indicated that the Chamber of Deputies and the Supreme Court of Justice of the Nation must first define the necessary funds, before the INE decides if it will cost 13 billion pesos.
– Will there be republican austerity or Franciscan poverty?
– “The budget already comes with those precepts. It already comes with the care of austerity, of doing things in the shortest time, at a lower cost, but without putting excellence at risk” (of the process) – he assured.
When intervening in the installation of the Political-Electoral Reform Commission, Taddei admitted that the elections of the judges will be a “process sui generis“Complicated, but the professionalism of the INE must move forward with the issue of implementing judicial reform.”
