/ world today news/ With proposals by Tsvetan Tsvetanov and his colleagues from GERB, a bill for the National Security Service (NSS) creates a second gendarmerie, directly subordinate to the president. The NSO becomes the Praetorian Guard.
This warning was given by the independent deputy Velizar Enchev from the rostrum of the parliament during the debates on the draft law on the NSO, introduced by Tsvetan Tsvetanov.
Enchev cites the provision of para. 3, Art. 34 of the bill enabling NSO officers to use ropes, handcuffs, electric shock and other batons and devices, fumes, chemical substances approved by the Minister of Health, blank cartridges, cartridges with rubber or plastic tips or shock bullets, devices for coercion vehicle braking, room opening devices, light and sound impact devices and armored vehicles. With such texts, the NSO turns into a Praetorian Guard, said Velizar Enchev.
According to him, these are brutal aids and if this bill is passed, a second gendarmerie is created. In para. 7 of the same Art. 34 another provision is recorded, which Enchev defined as scandalous. It prohibits the use of physical force and aids, techniques and techniques in relation to “visible minors and pregnant women”, but this prohibition “does not apply in cases of mass disorder against a protected person, when all other means have been exhausted”. Enscribing such a thing in law is Nazism, announced Velizar Enchev.
He also signaled another scandalous fact – part of the aids in question (handcuffs, rubber, plastic, assault and electric shock batons and utensils, cartridges with rubber, plastic and shock bullets, devices for forced stopping of vehicles, light and sound devices with abductor impact) are recorded as possible for use by the Bulgarian intelligence agencies in the Law on the State Agency “Intelligence”, which was adopted earlier today.
