/ world today news/ End of the lowest construction prices for highways, proudly highlighted by Prime Minister Boyko Borisov. The construction of the ground sections of the Struma highway through the Kresnen gorge will cost twice as much. This is what the journalist Lili Granitska writes in a review in “Mediapool”.
Instead of the usual BGN 3 – 4 million per kilometer, they will be built for BGN 8 – 9 million. Thus, they are already approaching the prices in our northern neighbor Romania, but remain lower than those in Central and Eastern Europe.
This became clear after the price offers for the construction of the sections Kresna – Sandanski and Blagoevgrad – Krupnik were opened. The price is expected to rise for the last, most difficult and complicated section, for which a final decision has yet to be made whether it will be one long tunnel or several small ones.
Consortium “Struma – Lot 3.3” won the construction of the 24-kilometer section between Kresna and Sandanski on the highway with a price of BGN 213 million excluding VAT.
The construction of the section had an estimated budget of BGN 150 million excluding VAT, the length is 13 km, there are 3 road junctions and eight bridges. It is financed by European funds and the national budget.
The other difference from the tenders during the past program period compared to the current one is that it is difficult for foreign companies to break through until the price offers are opened. And this time the sieve of the technical part was overcome only by consortia led by the major Bulgarian builders in the industry – “Trace”, “PST Holding”, “GBS-Infrastructural Construction” and “SK-13 Road Construction”. The only foreign participant that managed to break through is the Chinese “China Communication Construction Company”, which participated in the competition together with “SK-13 Road Construction”.
The winner
This will be the first site of “Agromakh” as the main contractor of a highway section. In the spring of 2014, Asen Slaveev bought the stalled Plovdiv Roads from Plovdiv businessman and BSP politician Georgi Gergov and is currently the main subcontractor of the construction of the section from Orizovo to Dimitrovgrad on the Maritsa highway, trying to catch up with the huge delay , so that the European funds are not lost.
The other company in the association, which has experience with a large infrastructure site, is the Varna-based “Hydrostroy”, which is currently building the 17-kilometer Northern high-speed tangent of Sofia, the construction of which is delayed due to expropriation procedures.
The victory of the consortium was expected because “Agromah” is a local company, knows the terrain, has asphalt bases and concrete units, as well as enough equipment.
The criterion for selecting a public procurement contractor is “the most economically advantageous offer”, in which the price has 75% weight, and the technical evaluation – 25%.
The technical proposal of the association “AM Struma 3.1” was evaluated with the maximum 100 points, which gave them a significant lead over the other four candidates admitted to the opening of the price offers.
In order to build the 17-kilometer section between Blagoevgrad and Krupnik, “AM Struma 3.1” offered a contract sum of BGN 139 million excluding VAT and the maximum contract price of nearly BGN 155 million excluding VAT, which proved to be enough to overtake the other candidates . The estimated budget for the construction of the section was BGN 150 million excluding VAT.
The remaining offers
The lowest price was given by the association “Struma Highway 3.1″, which includes “Trace Group Hold” and “Roads and Bridges” from Varna. Their offer is BGN 118 million without VAT for the accepted contract price and nearly BGN 134 million without VAT – for a maximum price above which the value of the object cannot be exceeded. However, their technical score is almost half that of the winner – 52.14 points, which left them in second place.
DZZD “PST Struma 1”, which includes “PST Group”, “Via Plan”, “Ponsstroyengineering” and “GP Group” remained third. Their technical offer was evaluated with 51.71 points, and the proposed price BGN 119 million without VAT, with a maximum of BGN 135 million without VAT.
Fourth is the consortium “Struma – Lot 3.1”, which gave the highest price for the site of BGN 164 million without VAT, with a maximum of BGN 180 million. The technical proposal of the association “GBS Infrastructure Construction”, “Road Construction 92” and Geostroy was rated with 68.57 points.
This association has already won the order for the construction of the 23.6-kilometer section between Kresna and Sandanski from the Struma highway (lot 3.3), offering a price of BGN 213 million excluding VAT. It was the lowest, and the association also received the maximum 100 points for the technical assessment.
“GBS Infrastructure Construction”, “Road Construction 92” and the Italian “Impreza” have already built the section from Dolna Dikanya to Dupnitsa, but cracks have appeared on it, which are said to be caused by an activated landslide due to the rains. The same association is currently building the 37-kilometer section from Dupnitsa to Blagoevgrad for nearly BGN 300 million, which is expected to be completed by the end of the year. Its launch was delayed due to the delayed start of construction during the period of the division of the regional ministry into two under the office of Plamen Oresharski and the long archaeological excavations.
Last was the consortium “SSSS-SK-13”, which received the lowest technical evaluation of 46 points. The joint venture includes “SK-13 Road Construction” and the Chinese “China Communication Construction Company”. They gave a price of BGN 161 million excluding VAT with a maximum of BGN 177 million excluding VAT.
The funding
The construction of the Struma highway is being carried out with funds from the operational program “Transport” 2014-2020. The most complex section of 67 kilometers between Blagoevgrad and Sandanski, which passes through the Kresnen gorge, was left for construction during this planning period.
The preparation of the projects was entrusted to the new state project company “Strategic Infrastructure Objects” created especially for the construction of highways. It was she who held the two auctions for the above-ground sections, which after the opening of the bids will cost about BGN 350 million, which was their estimated value. In previous highway tenders, it had become a practice to have a “new record” at the lowest price.
However, after that, builders usually found “highly waterlogged soils”, forgotten underground infrastructure not reflected in the drawings, ancient and unique artifacts from ancient times. Thus they received additional millions, and the terms were usually extended. The only exception to the rule was the section from Stara Zagora to Nova Zagora on the Trakia highway, which, however, is now due to be repaired due to unevenness on the road, according to the traffic agency.
