After the darkest election in recent history, April 2023, we now have a difference in the votes counted. Even in the decision of the CEC, the controls are not tied. Stefan Manov from the Public Council of the CEC stated this to BNR. Systematic violations in electoral practice are worrisome, he believes.
In more than 50% of the SIC, the counting operations are not carried out according to the methodological instructions and are taking place with a lot of violations, Manov pointed out, referring to the opinion of the Public Council on the early elections held on October 27.
In his words, the mass non-compliance with the methodological instructions of the SEC – “with the ballots being poured in a pile, counting, everyone pulling somewhere”, is a reason that can globally affect the integrity of the vote.
“When the video surveillance was introduced, I was very skeptical, but I see that it illuminated some things and it makes sense,” Stefan Manov also noted. The differences observed between the protocols and the video surveillance were also registered before these elections, he reminded.
“Now these 21 votes that were missing for “Greatness” stirred up both politicians and journalists. We managed to find 10-15 sections in which, apart from “Greatness”, there are differences for BSP, MECH, and PP-DB. From the BNT report, 28 votes were found missing for “Majesty”, we increased them to 43. In some sections, preferences for “Majesty” are noted, but there are no votes for them.
About “accidental” violations and machines
In some sections there is a “slippage” of votes on adjacent lines. There are accidental mistakes in copying, but there are also mistakes that are deliberate, as well as pure manipulations, commented Stefan Manov in the show “Before Everyone”.
When there is 100% machine voting, there is no “slippage” in the machine. There are also no conversions – for example, the number 7, converted to a unit. If the votes are counted by machine, even if the paper vote is preserved, all these “slips” and outright manipulations are impossible, emphasized the member of the CEC Executive Board.
The record holder for the weakest machine voting is DPS – New Beginning, followed by GERB. The most active with the machines were the voters of ITN and PP-DB. At “Vazrazhdane” and MECH, there is also a considerable percentage of machine users, but they do not exceed 50%, explained Manov.
