Supporting Russia’s War in Ukraine, 5 Singapore Companies Subject to US Sanctions

The United States (USA) imposed sanctions on five companies in Singapore. This step was taken because the five companies supported Russia in the war in Ukraine.

The five companies have also been added to the list of designated nationals by the Treasury Department’s Office of Foreign Assets Control (OFAC). As of Wednesday, the US had taken action against nearly 400 entities and individuals around the world for helping Russia.

“The Department is trying to disrupt the networks and channels that Russia uses to obtain technology and equipment from organizations in third countries to support its war efforts,” the Department said. US State as stated by CNASaturday (2/11/2024).

The move to designate entities outside of Russia targets producers, exporters and importers of goods essential to Russia’s military industrial base. The US imposed sanctions on the five Singaporean companies last Wednesday, including Powerman International, which designs and manufactures electrical equipment. The US State Department indicated that he worked in the technology sector of the economy of the Russian Federation.

The company, which is headquartered at the Prudential Tower on Cecil Street, has put US$4.5 million worth of items on its priority list, including motherboard and an uninterrupted power supply system from the European Union to companies based in Russia between March 2023 and February this year.

Four other local companies were also identified as part of a network of shipping companies that helped Novatek, Russia’s largest LNG producer, acquire vessels for its operations. Novatek is a controlling shareholder in the Arctic LNG 2 Project

“The Arctic LNG 2 project relies on foreign service company technology and maritime logistics support,” the US State Department said.

To circumvent US sanctions, Russian companies have been buying used LNG tankers, mostly through front company in the jurisdiction of a third country. This was done to overcome the shortage of tankers available for the project.

The Singapore-based companies, LNG Alpha Shipping, LNG Beta Shipping, LNG Delta Shipping and LNG Gamma Shipping, are all owned by New Transshipment FZE, a subsidiary of Novatek based in the United Arab Emirates.

According to the State Department, of the four, LNG Alpha Shipping was managed by a Russian citizen. In addition, all four companies are registered at the same address at the Fortune Center on Middle Road.

The four companies are the registered owners of the LNG carriers North Air, North Mountain, North Way and North Sky. These ships have previously been identified as part of Russia’s ‘dark fleet’.

It was also reported that none of the four companies had public contact information. The Ministry of Trade and Industry, as well as Powerman International, have been contacted for comment.

Previously, in March 2022, Singapore imposed financial measures related to Russian banks, entities and activities in Russia, as well as fundraising activities that benefit the Russian government.

The Singapore government also imposed export controls on items that could be used directly as weapons to harm or subdue Ukraine, as well as items that could contribute to offensive cyber activities .
