/ world today news/ Having been deprived of the opportunity to appoint the director of civilian intelligence, the president will most likely lose most of the few rights to this office that the rulers had decided to leave to him.
This can be seen in the draft law on the State Intelligence Agency (DAR), which is being prepared for the second reading in the parliament, reports in tomorrow’s issue of Sega. In its initial version, it was envisaged that the head of state could assign tasks to the office after consultation with the prime minister. However, this text is missing in the amendments submitted by GERB deputies. Another significant change is that the president will not be able to request opinions from the agency on foreign policy matters related to national security, but only receive them. Thus, he is equated to the Speaker of the National Assembly. At the same time, the prime minister retains the full range of rights – both to assign tasks to the agency and to request its opinion on issues related to its functions and activities.
Changes in favor of the Prime Minister are also made in the draft Law on the Management and Functioning of the National Security Protection System. The first option provided for the Council of Ministers to approve the annual plans and adopt the annual reports on the activities of DANS, DAR, military intelligence and the Security Council. On the second reading, this function is transferred to the Prime Minister personally.
GERB also offers a new, expanded definition of national security. It is defined as a dynamic state of society in which the territorial integrity, sovereignty and constitutional order of the country are protected, the democratic functioning of institutions, the fundamental rights and freedoms of citizens, sustainable economic development and the well-being of the population are guaranteed, as well as the successful implementation of national interests and priorities.
