In the eleven municipalities of the regional civil protection organization (ZSO) aargauSüd, loans for the purchase of a new locking system are being discussed. Various keys, some of which are over 30 years old, are currently in use at the locations between Menziken and Gränichen.

However, the systems in Beinwil am See and Zetzwil will no longer be retrofitted. According to documents on the upcoming community meetings, they are expected to be canceled at the end of the year.

Federal Office for Civil Protection made the decision

What is the reason? Tobias Kehrer, deputy commander and head of logistics at ZSO aargauSüd, knows the answer. When asked, he said the decision came from the Federal Office for Civil Protection. On its behalf, the canton of Aargau reviewed the system concept. In cooperation with the civil protection organizations, it was defined which civil protection systems will continue to operate and which will be closed. These include command posts, protected medical centers or material depots, so-called staging facilities.

With the revision of the Federal Law on Civil Protection and Civil Protection (BZG) in 2021, the civil defense inventory has been significantly reduced, explains Kehrer. “Based on the new target figures, the civil defense organizations also need fewer civil defense systems for active service.”

It should be a combination of electronics and mechanics

For the facilities in Zetzwil and Beinwil am See, we are currently waiting for the final decision from Bern. As soon as this is available, the local communities can decide how they want to use the premises in the future, Kehrer answers the relevant question. “The continued use of the systems is the responsibility of the local communities.”

Back to the new locking system: From the perspective of the board of ZSO aargauSüd, a combination of electronics and mechanics makes the most sense. Such a system combines efficient, easy handling with programmable access and security in the event of a crisis. The total costs are expected to be 141,000 francs. The association municipalities contributed a share according to a distribution key. The catchment area of ​​the ZSO aargauSüd includes around 44,000 residents.
