Among the European Union countries that are part of the OECD Dac committee, Italy is in fifth place in terms of the share of ODA destined for refugees in the donor country. However, none of the donors that surpass Italy in this ranking report higher values in absolute terms. In fact, if we look at the total resources allocated to refugees in the donor country, Italy is surpassed only by Germany, which however also has much higher genuine aid values.
The expenditure item “refugees in the donor country” is among those admitted by the OECD in the reporting of public development assistance (ODA). We are talking about very important resources that national governments allocate to welcoming refugees into their country, i.e. the first step towards a path of social, cultural and work integration. However, these are resources which, never leaving the donor country, have nothing to do with instruments dedicated to supporting the development of the most fragile countries and for this reason it is considered a form of inflated aid. The countries belonging to the European Union and the OECD DAC committee are indicated, excluding those that do not report any expenditure in this sector.
