If long-term treatment is necessary, return to work after concentrating on treatment
ⓒNewsis Public servants who are injured or get sick while performing dangerous duties at a disaster site will be able to take leave of absence for up to eight years.
The Ministry of Public Administration and Security and the Ministry of Personnel Management announced on the 30th that they will give a legislative notice on the amendments to the Local Public Officials Act and the National Public Officials Act containing these contents from the 31st of this month to December 10th.
According to this, the maximum period of sick leave that public officials performing hazardous work can use if they become ill or injured will be increased from 5 years to 8 years.
Currently, the period of sick leave for public service is limited to 3 years and can be extended for an additional 2 years, but in the future, sick leave can be used for up to 5 years and can be extended for another 3 years. This is to ensure that even in cases where long-term treatment is required, the patient can focus on treatment and return to work.
Civil servants performing hazardous duties include those who are deployed to the scene of a disaster or calamity to perform tasks such as lifesaving, fire-fighting, and flood prevention, or those who treat patients with infectious diseases or prevent their spread, or are deployed to extinguish forest fires.
The period of training leave for civil servants without a bachelor’s degree to obtain a degree will also be increased from two years to four years.
Previously, civil servants who entered public service immediately after graduating from high school were limited to only two years, but had difficulty graduating after entering a four-year university. From now on, those seeking to obtain a bachelor’s degree for the first time will be able to take up to four years of leave.
When vacancies occur due to childcare leave, sick leave, etc., the requirements for each institution to fill the vacancy are also relaxed.
Currently, vacancies can be filled if ▲the period of sick leave or illness leave is more than 6 months, or ▲the period of maternity leave or parental leave is more than 6 months.
From now on, vacancies can be filled even if an individual’s annual leave or vacation is combined with sick leave or childcare leave for more than six months.
In addition, the obligation to take action against bullying in the workplace is specified in the National Public Officials Act and the Local Public Officials Act. Currently, there are no explicit regulations on workplace bullying, but in the future, ‘workplace bullying’ will be explicitly defined as a subject for grievance handling.
If a victim of sexual misconduct requests it, regulations will also be established to notify the victim of the filing of a complaint case related to the perpetrator or the result of the decision.
The revised bill can be checked in the Official Gazette and the People’s Participation Legislation Center, and related opinions can be submitted by mail, fax, or the People’s Participation Legislation Center.
