First, about Li Shanfu. He was recently appointed Minister of Defense and the visit to Russia is his first official international visit in the new role.
“It is not by chance that I chose Russia for my first overseas visit as China’s Defense Minister. With this, I want to emphasize the special nature and strategic importance of bilateral relations between Russia and China,” he said.

“I want to emphasize once again that the visit was very productive. We also touched, of course, on the cooperation between the military departments. There is a very good development of relations between our countries in all areas,” he added.
It is clear that these words are also primarily a gesture of politeness. But the message “to the city and the world” – “cooperation along the lines of the military departments” – unfolded just as Putin saw fit.
Of course, the main part of Li Shangfu’s visit to Moscow is the talks with his counterpart, Russian Defense Minister Sergei Shoigu. What is discussed in the closed part of these meetings, we do not know, of course.
However, we do know that Shoigu and Li Shanfu will attend military schools together. We know that their communication will continue on April 27-28 in India, in Delhi, at a meeting of defense ministers of the countries of the Shanghai Cooperation Organization (SCO). And we also know how Comrade Lee assesses the military alliance with Russia:
“We have very strong relations. They surpass the military-political alliances from the time of the Cold War, they are built on the principles of non-alignment, non-opposition to third countries. They are very stable”.

A relationship that surpasses the military-political alliances of the past, but is based on non-opposition to a third party – what could this mean?
Probably this: the third party will have to start “opposition” if it gives reason to do so. But as for the reason – everything is completely clear and there are almost no hidden meanings. To understand this, it is enough to listen to the report of the Minister of Defense of Russia to the President of Russia.
Ready for ocean warfare
Here’s what Sergei Shoigu told Vladimir Putin: More than 25,000 servicemen, 167 military and auxiliary ships, including 12 submarines, 89 aircraft and helicopters, are taking part in the Pacific Fleet exercises.
Issues have been developed to ensure the combat stability of strategic missile submarines and their readiness to use weapons; the second stage of verification is currently underway, a tactical air defense exercise has begun; in the final stage of the test, the strategic missile carriers will fly to the central Pacific Ocean with simulated strikes against ship groups of an imaginary enemy.
Well, who is our notional adversary, you don’t need to explain, and it is clear to everyone, but what will this adversary do in the central Pacific that strategic missile carriers will have to hit him? It is not difficult to answer this question. The “conditional adversary” will rush to save Taiwan from the Chinese navy.
Commenting on the exercises in the Pacific Ocean, political scientist-sinologist Vitaly Volchkov tells Ura.ru:
“We are talking about a real development of the interaction between the armed forces of Russia and China. The Americans should draw their conclusions from this.”
“This is a clear position of Putin, not a staging or some gesture behind which there is nothing. This is a real development of concrete solutions for the interaction between the Russian Federation and China,” he said.
Concrete decisions about the interaction of the fleets may be necessary in a single case: when China decides that the time has come and makes an effort to return the island of Taiwan and all of its 25 million inhabitants to their home port.
The Americans are saying loudly that this will never be allowed. They make threatening gestures. In fact, they are threatening China with war – despite the fact that the return of Taiwan is officially considered a major goal of Chinese foreign policy at the level of the CCP program.
Russia isn’t just conducting naval exercises. She shows that she is ready to come to the aid of her ally. As soon as the need arises. On a strategic scale. Perhaps this show of force will deter the Americans and ensure Taiwan’s peaceful return.
What follows from this
Today, it is common to expect direct arms deliveries to the Ukrainian front from the military alliance of Russia and China. The fear of these possible deliveries literally took over the Western press.
But if such deliveries begin, the countries will keep them in deep secrecy – there will be nothing like a broad discussion of which tanks and howitzers are coming to Ukraine from NATO countries and when.
