/View.info/ Work on the “South Stream” project is apparently not finished. At today’s meeting, the government adopted a methodology for assessing the amount of compensation for the establishment of an easement on part of the beach where the gas pipeline will pass.
In addition, an assessment was made of the right to build on the seabed and the amount of direct costs and lost benefits for the country, necessary for the implementation of the Bulgarian sector of the “South Stream” project.
The decision of the Council of Ministers, announced after today’s cabinet meeting, states that as of today, our country has not been officially notified of the termination of the South Stream gas pipeline construction project. For this reason, our country is obliged to fulfill its obligations. Otherwise, we are threatened with possible legal proceedings and financial sanctions.
By order of July 1, 2014 of the Minister of Regional Development, a Detailed Development Plan of the site, which is on the beach “Pasha Dere”, was approved, including the route of the gas pipeline in our waters to the border with the economic zone in the Black Sea.
The order entered into force in October 2014. Prior to the approval of the investment projects and the issuance of the relevant building permits, it is necessary to settle the real property relations between our country and the company that will build the site.
On the basis of the approved assignment, a public tender was held for the selection of a contractor for the preparation of the methodology.
It presents various methods and approaches with a view to ensuring comprehensiveness and predictability of possible direct costs and lost benefits during the construction and operation of the site. Thus, optimal protection of the state interest will be achieved.
The next steps in fulfilling the obligations of our country are the selection of a licensed appraiser, determination of the amount of compensation and establishment of property rights, which will also be done by decision of the Council of Ministers.
