Incentive program for maquiladoras will be reviewed: SE

In the face of abuses in the importation of products, such as the introduction of goods at prices lower than the real price, the Ministry of Economy (SE) will resume the review of the Manufacturing, Maquiladora and Export Services Industry Program (IMMEX), said the undersecretary. of Commerce and Industry of the Ministry of Economy (SE), Vidal Llerenas Morales.

In an interview after participating in the Annual Meeting of Industrialists (RAI) 2024, the official commented that the current administration will analyze this program that facilitates the establishment of companies to manufacture products, since the authorities have detected that there are bad practices such as the importation of products at prices lower than the real, a phenomenon known as undervaluation, among others.

“We have to review it,” he said before adding that this task that was left pending in the last administration, when Raquel Buenrostro was head of the SE, will be resumed.

He noted that the maquiladora sector works, but it is necessary to analyze whether there is technical smuggling, undervaluation, or other practices that are not legal.

The official acknowledged that in recent days the Tax Administration Service (SAT) published a series of provisions for the maquiladora industry, but stressed that the SE must also review the regulation it is responsible for.

He noted that the review carried out on the Immex program also includes the purification of the registry, that is, the companies that have these permits and incentives to import.

The official also commented that the SE is preparing measures, which will be announced in the coming days, to prevent abuse of the maximum amount that can be imported duty-free by companies such as Temu for clothing, footwear, and other products.

He noted that the SE does not have an estimated amount of damages for these commercial practices, which are also affecting the US market.

Furthermore, given the creation of the Regional Council for Relocation and Development, he noted that it will not replace the private sector bodies, which according to the Law are consultative organizations, in addition to being headed by President Claudia Sheinbaum Pardo and coordinator by Altagracia Gómez.

He noted that this Council will not duplicate the functions of private sector bodies, which are consultative for the federal government, “because it is a dialogue council between the government and companies. For example, this happened with the CEO Dialogue, which is a direct dialogue between companies and the President will be something, it will not be a representative body.”
