Clerk (m/f/d)

to be filled on a part-time basis (50%) in the area of ​​responsibility of the Central Adoption Office in Thuringia.

The area of ​​responsibility specifically includes the following key areas:

  • Advising those interested in adoption and adoption applicants, particularly in relation to international adoption and foreign-connected adoption
  • Support and advice to local adoption agencies, among other things, in the placement of children with special needs, national adoptions involving foreign countries and other difficult individual cases.
  • Performs international adoption placement procedures as a foreign placement agency, including country-specific eligibility screening of adoptive applicants
  • Examination of child proposals from abroad and examination of the suitability level between the applicant for adoption and the intended child
  • follow-up adoption support, including conceptual development and implementation of psychosocial counseling and support for adoptive families
  • Written discussion of general technical/legal questions and on a case-by-case basis (including employment placement offices in Thuringian youth welfare offices, immigration authorities, registration offices, pregnancy advice centers)
  • Statements for the family courts in adoptions involved in foreign countries and in proceedings under AdWirkG
  • Preparing questionnaires, references and reference letters for adoption applicants and local adoption agencies
  • Advice and support for adoptees in the context of finding their identity, professional support in accessing files
  • Advice and support for biological parents whose child was adopted in the former GDR as well as biological parents who have doubts about the death of a child in the former GDR
  • Examination and approval for the establishment of adoption groups at the local youth welfare offices, granting exceptions in relation to the staff
  • Approval of independent agencies as foreign placement agencies in relation to countries of origin – national coordination of the main adoption agencies
  • Planning organizational and content-related planning for further training and work advice for experts at the placement offices of the Thuringian youth welfare offices.
  • Participation in state and federal committees (eg the working group of the Federal Working Group of State Youth Welfare Offices)
  • Working on planned legal projects, petitions, small and large inquiries from members of the Thuringian state parliament, citizen concerns, citizen complaints, blessings, press releases and ministerial conferences.

The advertisement is aimed only at applicants who have a degree as a “social educator/social worker recognized by the state” (FH or Bachelor of Arts degree) or equivalent skills and experience have worked in the field for at least several years in a child. and youth welfare, preferably in one or more practice areas of an adoption setting or child fostering service.

The necessary qualifications must be documented or verified using documents and test certificates with an overview of the final grades.

They also want:

  • Experience in the field of adoption and adoptive placement law as well as related legal areas, particularly family law
  • Foreign language skills (especially English level B2)
  • Flexibility, commitment, tolerance
  • strong collaboration and communication skills
  • Knowledge and skills in dealing with today’s information and communication technology.

Depending on how the negotiation requirements are met, classification is possible up to wage group S 17 TV-L.
