(CPV) – October 22 Government issued Decision No. 1236/QD-TTg announcing the national strategy for the application and development of blockchain technology until 2025 with a vision until 2030.
In the National Strategy for the Application and Development of Blockchain Technology to 2025, the Guidance to 2030 (National Blockchain Strategy) has just been approved by Deputy Prime Minister Nguyen Xuan Phuc. Thanks As signed by Ho Duc Phoc, Blockchain is defined as one of the leading technology trends of the Fourth Industrial Revolution. The application and development of blockchain technology makes an important contribution to building advanced digital infrastructure, ensuring reliability and data security, and helping to lay a foundation for the development of the digital technology industry.
By 2030, Vietnam will be a leader in the blockchain industry
According to the strategy and vision by 2030, Vietnam will become a leading country in the region and occupy an international position in the research, deployment, application and use of blockchain technology. Specifically, the government aims to build 20 renowned blockchain brands in terms of platforms, products and services based on blockchain technology in the region; Maintain the operation of at least three blockchain test centers or special zones in major cities to form a national network; Represented in the ranking of the 3 leading blockchain training and research institutions in Asia.
To achieve this goal, the Government proposes five specific measures in the Action Program for the period 2024-2030 issued together with Decision 1236/QD-TTg, including: (5) improving the legal environment; (1) Infrastructure development, forming a blockchain industry ecosystem; (2) developing human resources for the blockchain field; (3) promoting blockchain development and application; (4) Promoting research, innovation and international cooperation. In particular, each activity is specifically assigned to ministries and branches, such as: Ministry of Information and Communications, Government Cipher Board, Ministry of Education and Training, Science and Technology,… leads and assumes responsibility.
Vietnam Blockchain Association: Promoting the Make in Vietnam Blockchain brand
In particular, in addition to the ministries and sectors, the Vietnam Blockchain Association, together with professional societies and associations, is entrusted with the management of the following tasks: (1) Development of Make in Vietnam blockchain platforms. Building mechanisms for the operation, use, interaction and connection between types of blockchain networks operating on the Vietnamese blockchain infrastructure. (2) Bringing together Vietnamese digital technology companies to build blockchain platforms, promote information sharing and improve internal competitiveness with foreign companies.
Mr. Phan Duc Trung, Permanent Vice Chairman of the Vietnam Blockchain Association, shared his views on legal documents guiding the development of Vietnam’s blockchain market: “The national blockchain strategy just announced by the Prime Minister is an important milestone in this field.” Blockchain , which demonstrates the commitment and specific actions of the Government, the determination of the Editorial Unit, the Ministry of Information and Communications and the community’s efforts to promote a transparent, secure and sustainable digital economy.”
Regarding the assignment of this task to VBA in the National Blockchain Strategy, Mr. Trung said: “This is an honor and recognizes VBA’s recent contributions to regulators in soliciting opinions, contributions from the community.” Simultaneously with the National Blockchain strategy, VBA is aware of its responsibility towards this very young but potential industry. We are committed to actively and proactively carrying out the assigned tasks to promote the development of the community towards research and practical application and to maximize the utility of blockchain technology in the national strategy. “We also believe that the comprehensive universalization of blockchain technology and reaching all people as the goal of the strategy will bring clear results for the government-focused digital economy,” emphasized Mr. Phan Duc Trung
To date, the National Blockchain Strategy is the document with the highest legal status, expressing the government’s goals and determination in promoting the application of blockchain technology using advanced digital economy and digital society.
Previously, on October 8, 10, the Standing Committee Congress made comments on the “Digital Technology Industry Law” project presented by the Minister of Information and Communications. This is the first time that digital assets are officially included in legal documents with specific regulations as intangible assets and are legally protected as property rights under civil law and intellectual property regulations and other relevant laws.
Legalizing the definition of digital assets is one of the measures to realize the Vietnamese government’s commitment to preventing and combating money laundering, terrorist financing and the financing of the proliferation of weapons of mass destruction, with the aim of lifting Vietnam from the horror list of the Financial Task Force on Money Laundering (FATF) before May 5. These commitments are expressed in the National Action Plan published in the Prime Minister’s Decision No. 2025/QD-TTg dated 194 February 23.
Since Vietnam was placed on the FATF gray list in June 6, the Vietnam Blockchain Association (VBA) has made many important and positive contributions through many specific activities, such as a series of feedback workshops on building a legal framework for virtual blockchains in June 2023 assets; Dozens of comments were submitted directly or indirectly in writing to the authorities responsible for drafting, reviewing and issuing opinions on these legal regulations, such as the Science, Technology and Environment Committee of Vietnam and the Ministry of Information and Communications, the Government. . to contribute to the construction of a legal framework for digital assets that corresponds to Vietnam’s practical situation and is similar to international practices./.
