According to data received from the National Health Insurance Corporation by Rep. Health insurance advance payment is a loan-like system in which a certain amount of salary expenses for the same month of the previous year is paid in advance to each medical institution and settled afterward.
The government announced a plan to support advance payment of health insurance in May, saying that teaching hospitals are experiencing operational difficulties due to prolonged collective action by residents, and that there are concerns that provision of essential medical care and maintenance of emergency treatment systems may be disrupted as hospital management difficulties prolong.

The hospitals selected as advance payment institutions are 74, including 43 general hospitals and 31 general hospitals that met the requirements for advance payment, such as ▲ continuing to treat seriously ill patients, ▲ self-resolving efforts to maintain essential medical care, and ▲ reducing medical income.
Of the 210 residency training hospitals, 105 applied for salary advance payment, but 31 hospitals were excluded from the advance payment because they did not meet the selection criteria.
Looking at major hospitals, Seoul National University Hospital received a total of 67.4 billion won in advance salary, including 21.3 billion won, 23.4 billion won, and 22.7 billion won for June.
Seoul St. Mary’s Hospital totaled KRW 47.2 billion (KRW 15.7 billion for June, KRW 18.6 billion for July, and KRW 12.9 billion for August), Samsung Seoul Hospital totaled KRW 85.8 billion (KRW 26.4 billion for June, KRW 30.5 billion, and KRW 28.9 billion for July), and Severance Hospital totaled KRW 28.9 billion. Advance payment was withheld at eight hospitals, including Korea University University Anam Hospital, Korea University University Guro Hospital, Korea University Ansan Hospital, Seoul Asan Medical Center, Severance Hospital, Gangnam Severance Hospital, Gangneung Asan Hospital, and Ulsan University Hospital, as professors declared a mass absence. The National Health Insurance Corporation plans to recover the advance payment by dividing one-sixth of the salary to be paid to these hospitals in equal installments from January to June of next year.
